- DEPARTMENT OF VETERANS AFFAIRS VBA Tactical Project Management Support Services JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION Upon the basis of the following justification, I hereby approve the issuance of the contractual action described below using other than full and open competition, pursuant to the authority cited herein. 1. Identification of Agency and Contracting Activity. This Justification and Approval (J&A) for Other Than Full and Open Competition is executed by CAI Frederick, Frederick, MD, on behalf of the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Business Process Integration (OBPI). 2. Nature of Action Being Approved. This activity proposes to negotiate a noncompetitive award (sole source) with Associated Veterans, LLC (a Service-Disabled Veteran-Owned Small Business) for the procurement of services for a six months contract with Associated Veterans, LLC - Quality Solutions. 3. Description of Service and Supplies. This contract will provide project and program management support services to the Office of Business Process Integration and the Veterans Benefits Administration's business lines and staff offices while a new contract is competed and awarded for these services. It will continue the support services currently being provided for through a competitively awarded, one-year contract with Associated Veterans, LLC - Quality Solutions. It will also provide for additional program management support to the Office of Business Process Integration. The Tactical Project Management Support Services Contract, provides six different VBA business lines and staff offices with project management support and requirements analysis services. It supports four of the Secretary's T-13 initiatives: the Veterans Benefits Management System (VBMS), the initiative to End Veteran Homelessness, the Veteran Relationship Management (VRM) initiative and the Post-9/11 GI Bill Implementation. This contract will assist business lines and staff offices with project implementation by providing coordination support for teams composed of VBA personnel from multiple business lines and staff offices, contractor personnel from multiple vendors and Office of Information and Technology (OI&T) staff and their contractors. Coordination support includes: "Maintenance of project schedules and work breakdown structures. "Identification and mitigation of risk. "Collection of meeting minutes and action items. "Development of integrated master schedules across initiatives. The proposed contract cost is estimated to be $3,947,244.98 for a six months period. 4. Identification of Statutory Authority. The statutory exception permitting other than full and open competition for this acquisition is 41 USC 253(c)(5), Authorized or Required by Statute as implemented by FAR 6.302-5. The applicable statute is PL 109-461, Veterans First Contracting Program (codified at 38 U.S.C. § § 8127 and 8128). 5. Demonstration of Contractor's Unique Qualifications. Associated Veterans, LLC - Quality Solutions is a Service Disabled Veteran Owned Small Business registered in Vet Biz.gov. Associated Veterans, LLC - Quality Solutions is the incumbent contractor on the existing Tactical Project Management Support Services Contract and won the contract through a competitive process. At this time, Associated Veterans, LLC - Quality Solutions contractors are currently providing approximately 75% of the required services and will be able to provide continuity of these services until a new contract is competed and awarded. Choosing another vendor would negatively impact the current projects being supported, as a new vendor would have no knowledge of existing efforts and little time to provide value to VBA before the end of the six months contract. Additional new support for the Secretary's T-13 initiatives will also be achieved, and represents approximately the remaining 25% of the services being sought. 6. Description of efforts made to ensure offers are solicited from as many potential sources as practicable. N/A per VAAR 819.7007(b) 7.Determination of Fair and Reasonable Prices. No award shall be made until the Contracting Officer determines the price to the Government to be fair and reasonable. This determination will be based on a comparison of the offeror's price proposal to the Government IGCE which is based on historical contracting pricing for these services. 8. Description of Market Survey. N/A, per VAAR 819.7007(b). However, market research was conducted to develop an Independent Government Cost Estimate. 9. Other facts supporting the use of other than full and open competition. None. 10. Listing of Interested Sources. Associated Veterans, LLC - Quality Solutions 10042 CEDAR SPRING LN CULPEPER, VA 22701 11. Actions Taken to Remove Barriers to Competition. An acquisition to competitively award a new contract vehicle for these services is already underway. All future requirements will be handled on a case-by-case basis.
