- The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Statistical Methodology and Applications Branch (SMAB) plans to procure on a sole source basis for services with the University of Pennsylvania, School of Medicine, Center for Epidemiology and Biostatistics; 617 Blockley Hall; 423 Guardian Drive; Philadelphia, PA 19104-6021 regarding cancer surveillance trend estimates from Multiple Data Sets for the period 2004-2006 for all the smoking and screening outcomes in the Behavioral Risk Factor Surveillance System (BRFSS); and the National Health Interview Survey (NHIS). This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541690 and the business size standard is $7M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance for this procurement shall be for twelve months from date of award. The Statistical Methodology and Applications Branch (SMAB) of the Surveillance Research Program (SRP) conducts and supports statistical research, modeling, and collaboration related to the cancer surveillance and cancer control missions of the NCI. The University of Pennsylvania School Of Medicine and Dr. Dawei Xie, an Assistant Professor of Biostatistics has been instrumental in developing the computer implementation of the statistical algorithms and the theoretical background to support the analysis in "small area estimation" combining the NHIS and BRFSS surveys. This is a follow-on acquisition conducted as an extension of the statistical model used for previous year's data. Thus the relevant literature to be reviewed solely includes publications based on this model. The University of Pennsylvania School Of Medicine has developed the computer algorithms, computer codes, assembled covariates, and coordinated the implementation on the internal data with NCHS staff. Thus, the proprietary data and publications belong solely to The University of Pennsylvania School Of Medicine as they are uniquely qualified to perform the work under this contract. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on September 2, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI contracting office to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
