Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB), plans to procure on a sole source basis the Affymetrix FS450 Fluidics Station Model manufactured by Affymetrix Inc., 3380 Central Expressway; Santa Clara, CA 95051. The supplies herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System Code is 334516 the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The Delivery Date shall be 60 days from the date of award. The ROB uses the Affymetrix GeneChip systems to enable the analysis of gene expression, genotyping and mutation detection in their research. Each system is equipped with specialized parts and software which must be aligned and calibrated properly to ensure the results are accurate for the studies being performed on the equipment. The addition of the Fluidics FS450 will allow for washing and cleaning of the arrays without disrupting the function of those arrays and the system when they are used again. The Fluidics FS450 provides a cartridge door and vials to fit accordingly to the shape of the gene chip during cleaning. One of the features is to simplify the handling of staining and antibody reagents to reduce direct hands-on activities and interruptions to the user. The system runs unattended until completion, freeing the operator to attend to other responsibilities. Since Affymetrix is the sole manufacturer for the patented GeneChip system and its accompanying parts, no other vendor is known to the NCI who can provide the required supplies for the laboratory. If the Affymetrix Fluidics Station is not used to process the GeneChip microarrays, the integrity of the microarray may be jeopardized thereby voiding all quality control warranties. Salient Characteristics of the Fluidics FS450: 1. Must be fully integrated with GeneChip systems, GeneChip DNA microarrays and the Affymetrix high density microarray scanner. 2. Fluidic ‘scripts' (software programs) that determine the sequence and timing of fluidic events that will occur on the Affymetrix patented GeneChip array. The FS450 provides multiple scripts to use with the specific Affymetrix GeneChip arrays. 3. Linear door motion and cartridge engagement provides repeatable fluidic and thermal interfacing between the FS450 and GeneChip array. 4. Specific keyed cartridge orientation and alignment for GeneChip arrays to ensure proper locatin and alignment prior to fluidic and thermal contact. 5. Ability to measure the conductivity across the fluid probes that contact the GeneChip array. 6. Ability to integrate with Affymetrix Microarray Suite Version 5.1 and LIMS Software Version 3.03 for Data Analysis and Data Management operation in a windows 2000 environment. 7. Fits into the available space of 40.2cm x 41.0cm x 71.1cm 8. Must weighs less than 80lbs to be supported properly This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 2, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. All questions must be in writing and can be faxed (301) 402-4513 or emailed to Ashley Virts, Contract Specialist at virtsa@mail.nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
