This is a full and open requirement. All proposals received withinforty-five days (thirty days if award is issued under an existing basicordering agreement) after date of publication of this synopsis will beconsidered by the Government. A Determination by the Government not tocompete this proposed contract based upon responses to this notice issolely within the discretion of the Government. Information receivedwill normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement. IAW FAR 5.207(c)(13)(ii),All responsible sources may submit a capability statement, proposal, orquotation, which shall be considered by the agency. Based on market research, the Government is not using the policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However,interested persons may identify to the contracting officer theirinterest and capability to satisfy the Government's requirement with acommercial item within 15 days of this notice. Foreign owned firms are advised to contact Tina Vinson at (405) 739-4353or email tina.vinson@tinker.af.mil before submitting a proposal todetermine whether there are restrictions on receiving an award. To be eligible for contract award, offerors must be approved sources, inaccordance with clause, Qualification Requirements. The Government isNOT required to delay contract award to review pending Source ApprovalRequest (SAR). Therefore, offerors are encouraged to submit SARs ASSOON AS POSSIBLE. If the Government has not completed review of a SARwhen the contract is awarded the SAR will be retained and the sourcewill be reviewed for possible source approval for future awards. Toobtain technical data on this item go to www.fbo.gov/. If a SAR isobtained before contract award the solicitation will be amended toinclude First Article CLINs and the appropriate clauses. First Articlemay be required if vendor does not meet waiver requirements. If so, thesolicitation will be amended to include First Article line items andclauses. When requested, the Ombudsman will maintain strictconfidentiality as to source of the concern. The Ombudsman does notparticipate in the evaluation of proposals or in the source selectionprocess.
