Description
Fire Alarm and Water Based Fire Sprinkler Protection Systems Contract Scope of Work Provide annual NFPA inspection of (1) water based fire protection systems; (2) fire alarm and monitoring systems in Glacier National Park. In the work schedule are identified 19-fire sprinkler systems and 26-fire alarm systems. Locations are park wide including a remote backcountry location. One set of hard-copy documents and one electronic copy, for each type of system, will be required at contract completion. "Document report of site inspections using standard company forms for condition assessment. The report will be used for immediate repairs and future system planning replacement. Additional scopes of work for each type of system are identified in their appropriate sections below. There is an obligation for the company to inspect for code and standard compliance according to NFPA standards. The National Fire Protection Association codes and standards are the guidelines. Company employees who inspect will have required inspector training and certification. The State of Montana Fire Marshall Office will be one of two authorities. Because these are federal facilities a second authority U.S. Department of the Interior, National Park Service, Director's Order 58, Reference Manual 58 (RM-58) is equally lawful. In general terms U.S. National Park Service adheres to National Fire Protection Standards for technical aspects of their program. Company employees performing work within this contract will be required to have and document a minimum of NICET II certification. This will be for the water based fire protection systems and fire alarm systems. Qualifications for water based fire protection system are further defined in the specific scope for water based fire protection systems contained herein. For inspection of water based fire protection system, use the 2008 edition of NFPA 25-12: Table 5.1 Summary of Sprinkler System Inspection, Testing and Maintenance as reference material. Use other NFPA codes as needed to complete work. For inspection of fire alarm system, reference document; NFPA 72, Chapter 14, Inspection, Testing and Maintenance (2010). Use other NFPA codes as needed to complete work. The inspecting company is not required to do maintenance, repair, correction, alterations, replacement of parts, or any field adjustments whatsoever identified by company to Contracting Officer. If company determines immediate work related to life and safety is required, report this finding in a separate memorandum. All sites use regular commercial electrical power except for Sperry Chalet's 2-fire alarm systems Fire Alarm - Test, Inspection and Inventory Scope of Work Provide annual NFPA inspection of fire alarm and monitoring systems in Glacier National Park. In the work schedule are identified 26-fire alarm systems. Locations are park wide including a remote backcountry location. For each location; test, inspect and inventory all fire alarm related sensors/devices which include but are not limited to; pull stations, smoke detectors, heat detectors, visual and audible signaling devices (strobes and sirens), transmitters, fire alarm control panels, dialers, fire alarm power supply (primary and secondary source). Testing will also include supervisor and trouble alarm reporting. For each location; determine if the location is reporting to an alarm monitoring service. The NPS will aid in identifying those monitored locations; however, the contractor will need to verify all locations. For sites that report to an alarm monitoring service; test each device to ensure that they are reporting properly to the alarm monitoring service. For devices that are not reporting properly, the NPS assigned contact will call the service to request changes. Report OutlinePer system; identify and describe by report, each of the 26 fire alarm systems with the following minimum information. For some systems this will be the first inspection received. "Manufacturer and model of system; includes fire alarm control panel, dialer and all fire related devices (which include but are not limited to; pull stations, smoke detectors, heat detectors, strobes, sirens). "Is/are the manufacturer(s) of each of the devices still in operation and are parts available? "Identify how each device reports to the fire alarm control panel. Ensure reporting is accurate for the device tested. Verify that supervisor and trouble alarms are reporting accurately. "Identify if each device passed or failed testing and inspection. Reason for failure must be specified. "For locations that report to a monitoring service; verify each device and identify how they report to the alarm monitoring service. "Verify that the NPS fire alarm systems specifications within this contract are correct. Note deficiencies. "Verify tests performed meet the fire alarm system design. "Rate overall fire alarm system by 3-categories; good - fair - poor; recommend improvement measures for each system/location as needed to result in a good rating. "Identify system design and code deficiencies with relevant code. "Is performance and design of the system compatible with building classification? "Alarm Monitoring Services; Monitoring services of fire alarm systems are coordinated with various companies or the building alarm is not tied to a monitoring service. Recommend in general terms best course(s) for an alarm monitoring service. All completed quotes may be submitted by mail or fax to Jonathan Allen no later than Sept 9, 2010 by 4:30 PM Mountain Standard Time.
