Description
The Department of Veterans Affairs, Office of Acquisition and Logistics, Technology Acquisition Center intends to enter into an eighteen-month Firm-Fixed-Price contract and a one-year option, with Johns Hopkins University/Applied Physics Lab (JHU/APL) 11100 Johns Hopkins Rd, Laurel, Maryland 20723; pursuant to 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-3, "Industrial mobilization; engineering, developmental, or research capability; or expert services", for the research development system engineering services, and integration of the Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE) integration into the Healthcare Associated Infections & Influenza Surveillance System (HAIISS). The goal is to improve the clinical care of veterans by monitoring and providing routine reports on healthcare associated infections, community based epidemics, and other infections of epidemiological significance. JHU/APL personnel have unique knowledge and experience in solving complex research, engineering, and analytical problems that present critical challenges to our nation. The expertise JHU/APL brings includes highly qualified and technically diverse teams with hands-on operational knowledge of the medical and bio-surveillance environments. The unique and significant research and development accomplishments by JHU/APL in the original development of ESSENCE under contract with the Department of Defense (DoD); their integration of the ESSENCE System into the HAIISS pilot program to date; the requirement to share bio-surveillance data with DoD ESSENCE implementation; and their unique understanding of the cutting-edge biosurveillance and epidemiology research requirements of the HAIISS project justify the need to continue engaging with JHU/APL for the success of the HAIISS project. The solicitation number assigned to this effort is VA-118-09-RQ-0654 and will be issued on or about August 31, 2010. An award date of no later than September 30, 2010 is desired. This notice of intent is not a request for competitive proposals, however all responsible sources may submit a proposal which shall be considered by the agency.
