- This is a REQUEST FOR INFORMATION (RFI) only. It is not a solicitation nor does it guarantee a solicitation will be issued. This is an RFI for the purpose of conducting market research for a system capable of detecting Person-Borne Improvised Explosive Devices (PBIEDs). Submission of any information in response to this RFI is COMPLETELY VOLUNTARY, and SHALL NOT CONSTITUTE A FEE to the government. Description of Need: A PBIED standoff detection system to increase the safety of military personnel during their missions in theater. Current Situation: US Forces are encountering PBIEDs in both urban and non-urban settings. The USAF Electronic Systems Center's XRSD office (referred to further herein as XRSD) located at Hanscom AFB, MA is developing and managing a technical program in the basic sciences aimed at developing Improvised Explosive Device Defeat (IEDD) technologies. XRSD is responsible for research and technology base development for Air Force IEDD technologies. XRSD seeks capabilities that use sensors to develop cognitive analytics with pattern recognition and remote/standoff detection and identification of chemical explosive materials or IEDs. US forces currently use a variety of systems for detection of PBIEDs. A high probability of detection and a low false alarm rate are two (2) main criteria military forces are seeking in these detection systems. The use of a PBIED standoff detection system eliminates exposing personnel to hazards and enhances security of personnel. Therefore, the Hanscom Electronic Systems Center seeks a commercial or developmental PBIED detection system with the following desired technical capabilities: a. A method for standoff detection, meaning standoff from the target itself not just from operator. Specifics on the system's standoff detection capabilities are appreciated. b. Rugged and reliable, able to withstand daily usage operating in harsh environments (hot, cold, humid, sand). c. Detection of explosives and metallic objects at a minimum; preferably the ability to also detect non-metallic objects like plastics, ceramics, glass, gel, and liquid. d. Automatic detection to aid operator in making a decision; preferably automatic declaration, meaning the system can automatically detect/announce a positive detection of a PBIED without an operator in the loop. e. Easily portable, whether by truck, rucksack, or the like. f. Ability to detect an IED mounted anywhere on the body. g. Visual notification to operator when an IED is detected; in addition audible notification is preferred. h. Total screening time per person is less than one (1) minute. i. Probability of Detection (Pd) and Probability of False Alarms (Pfa), with an emphasis on a low Pfa. Specifics on the system's Pd and Pfa are appreciated. j. Minimal operator training; Operational set-up of system is less than two (2) hours. Interested parties are encouraged to submit a capabilities package in response to this RFI. Capabilities packages should describe your capability to provide the detection system with the technical thresholds described above. Additionally, capabilities packages should: describe if the detection system is a mature technology (e.g., has it been fielded/sold in the past, is there a prototype or is it conceptual only), provide information on any similarly awarded contracts, and provide company information (address, point of contact, etc.). Responses to this RFI are requested no later than 1600 Eastern Time on 1 October 2010. Responses are requested not to exceed ten (10) pages.
