Description
Solicitation The Department of the Air Force, Air Force District of Washington, 5201 Leesburg Pike, Suite 1501, Falls Church, VA 22041, UNITED STATES Description: (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as a Request for Quote (RFQ) FA7014-10-T-8017 for Signal Generator. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26 effective July 27, 2008. (iv) The North American Industrial Classification System (NAICS) is: 335312- Motor and Generator Manufacturing, Size Standard is 1,000 Employees. (v) The proposed acquisition consists of the following Contract Line Items Numbers (CLINs): Contract Line Item (CLIN) 0001: Unitron's Programmable Power Supply Model PS-94-444-27D or equal; (vi) Description: Input: Voltage Range 120/240 VRMS +10% -15% Configuration: Single Phase, 3 Phase WYE, Grounded Neutral Frequency Range 30 to 800Hz; Quantity 2; Unit of Issue: Each; CLIN 0002: Unitron Programming Plug Model PP-400-T or equal; Description: Output: 115/200VRMS, 3 Phase, 400Hz; Quantity: 2; Unit of Issue: Each. (vii) Delivery: Before 20 Dec 2010; FOB Point is Destination: 3120 Ahsley Prosphate Rd, North Charleston, SC 29418-8406 (viii) Provision at 52.212-1, Instructions to Offerors - Commercial Items, applies to this solicitation. (ix)Provision at 52.212-2, Evaluation - Commercial Items. When requested, the ombudsman will maintain strict Confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Myra Toles, AFDW/A7K-P, 1535 Command Drive, Suite D-301, Joint Base Andrews NAF, Camp Spring MD, 20762 Phone # 301-981-5245. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. (xiv) Defense Priorities and Allocations System (DPAS) and assigned rating will not apply. (xv) Date, time and place offers are due: Quotes must be received NO LATER THAN 8:00AM, 27 Aug 2010 (Eastern Daylight Time (EDT), Quotes shall only be accepted via e-mail to keith.hunter.ctr@afncr.af.mil and FedBizOps. To ensure your quote is received, you are encouraged to contact the POC with notification of which method your quote was submitted. Quotes received after this date and time will be considered late in accordance with 52.212-1(f), Late Submission, Modifications, Revisions, and Withdrawal of Offers and will not be evaluated. Quotes shall remain valid for a minimum of 45 days.
