- Site visit notice This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number is FA66606-10-R-0004. The North American Industry Classification System (NAICS) Code is 115112, Soil Preparation, Planting, and Cultivating with a corresponding small business size standard of not to exceed $7,000,000.00. This acquisition is 100% set aside for small business concerns. The 439th Airlift Wing requires Grasslands conversion at Westover Air Reserve Base. The Contractor shall provide all personnel, equipment, materials, supervision, transportation, labor, and other items and services necessary to perform grasslands conversion at Westover Air Reserve Base. Services shall include airfield stump clearing, removal of timber debris, grading and grassland conversion in accordance with the statement of work. All proposals will be considered. Any resultant award will be made to the contractor that provides the best solution, based on primarily technical scoring, as noted in the evaluation criteria. The Government anticipates a firm fixed price contract. The period of performance will run from approximately 26 August 2010 to 25 August 2011. It is incumbent upon the interested parties to review the site frequently for updates/amendments to any and all documents. Please see attached document for details of requirements. The following Federal Acquisition Regulations (FAR) and its supplements (DFARS and AFFARS) provisions and clauses apply to this acquisition; 252.204-7004, Required Central Contractor Registration, 52.212-1, 52.232-33 Payment by Electronic Funds Transfer, and 252.232-7003, Electronic Submission of Payment Requests. To receive an award of contract the offeror must be registered in the Central Contractor Registration (CCR) database which can be accessed at the website http://www.ccr.gov or call Assistance Center toll free at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR number in order to register to the Online Representations and Certifications Application (ORCA) website. Offers shall be submitted no later than 3:00 PM (EST) on Monday, August 16, 2010, to the 439th Contracting Flight, ATTN: Services and Supplies Branch, 250 Airlift Drive, Westover Air Reserve Base, Chicopee, MA, 01022, or by E-mail to Richard.Belford@Westover.af.mil.
