Description
NASA/GSFC has a requirement for Fiber Optic Spectrometers.Spectrometers by Avantes met the specifications needed to successfully measure NO2 in theatmosphere. NASA has several successfully deployed Avantes spectrometers, and has writtenextensive software programs that support this spectrometer. Description as followed: (12)FCPC entrance connector on AvaSpec instead of SMA (12) 50 um slit installed in AvaSpec series spectrometers (12)Ultra low straylight Fiber Optic Spectrometer, 75mm Avabench, 2048x14 pixel backthinned CCD detector, USB powered high speed USB2 interface, incl. Avasoft-Basic, USBinterface cable, specify grating, wavelength range and options (12) 1200 lines/mm grating, Usable range 200-750nm, Spectral range 250-220 nm, Specifydesired range of operation (12) Range: 291-523 nm, Resolution:0.8 nm (FWHM) The spectrometers built by Avantes can provide wavelength stability under temperaturechange from 10C to 35C, constancy of the slit function as temperature changes, long-termand short-term radiometric stability, minimum stray light over the 270 to 525 nmwavelength range, and the noise level in the read-out electronics (A-D converter). Thespectrometers also maintain radiometric stability to within 1% over a period of 10 daysof continuous operation at temperatures that are constant to within 2C, and within 10%over 1 year at all wavelengths.NASA/GSFC intends to purchase the items from Avantes, Inc pursuant to FAR 13.106 for theacquisition of supplies or services determine to be reasonably from one source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities statement to perform the effort inwriting to the identified point of contact not later than 2:30 p.m. local time on August25, 2010. Such statements will be evaluated solely for the purpose of determining whetheror not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a statement which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The installation Ombudsman is: Judith N.
