Description
The Department of Interior, National Park Service is soliciting offers to trim and remove tree limbs/stumps at Theodore Roosevelt National Park, North Dakota. The Contractor is expected to follow commercial practices to ensure safe and proper trimming, removal, and disposal in accordance with all Federal, States, and local regulations. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Far 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate, written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) in accordance with FAR Part 12 (Acquisition of Commercial Items). The solicitation number is Q1543100104. The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Regulation. The North American Industry classification (NAICS) code is 561730, and business size maximum is $7 million. This acquisition is 100% set aside for small business concerns. All offerors must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications (ORCA) Systems. The government will award a firm fixed-price contract resulting from the solicitation to the responsible offeror whose offer, conforming to the solicitation, is the lowest price. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. The government may elect to award without discussions. DESCRIPTION: The work of this project consists of trimming approximately 380 trees and total removal of approximately 13 trees. Total removal includes stumps to 6" below ground level. Work sites are: 1) North Unit of the park (15 miles south of Watford City, ND). Areas in the North Unit include Juniper Campground and Headquarters areas; 2) South Unit of the park, adjacent to the town of Medora. Areas in the South Unit include Cottonwood Campground and Headquarters areas. Typical trees needing to be trimmed are primarily Cottonwood with a small number of Ash and Juniper. Limbs needing removal per Cottonwood Tree are generally 6" to 10" size limbs at the cut point and 3 to 4 branches per tree. Very few trees require extensive trim work. All work must be conducted so as to protect the vegetation, paved and gravel roads, picnic tables, fire grates, water spigots, buildings and other adjacent structures, off-road travel will be allowed only as necessary and will take place in dry or frozen conditions. Trees marked with red tape indicate complete tree removal, including stump. Trees marked with yellow tape indicate trimming is required. All hazard limb removal shall be done in such a manner that the remaining stub or cut face shall be left at an angle to prevent water from ponding on the cut surface. This will necessitate all horizontally oriented cuts to be angled. The government will be responsible for insuring that campsites and public use areas being impacted by this project shall be vacated as necessary to do the work safely. Portions of the campground areas will remain open as possible for the general public to use. The public will not be allowed access to the proximity of the site being trimmed until the process, with associated safety concerns, is completed. To facilitate this, the contractor shall be provide the government a schedule of sites to be trimmed 48 hours in advance. Safety concerns, other than those described above, shall be the sole responsibility of the contractor. In addition, the contractor shall take all precautions to insure that no damage occurs to grounds or vegetation other than that being trimmed. The repairs of any damages will be the sole responsibility of the contractor, under the direction of the Contracting Officer. Such damage may include re-seeding any disturbed or damage areas using a seed mix designated by the Park. All expenses for restoration of damaged and disturbed grounds shall be borne by the contractor. All equipment intended for use on this project must be certified weed and disease free prior to entering the park. Concerns related to this include but are not limited to the Emerald Ash Borer and other invasive plant species. SOUTH UNIT HEADQUARTERS: Trees requiring work are located in the vicinity of the Visitor Center, office buildings, housing units and the maintenance shops. Light trimming of 31 cottonwood trees and 13 ash trees, removal of one 22' elm tree, removal of 1 Cottonwood tree (primarily one stump approximately 18' high). COTTONWOOD CAMPGROUND AREA (approximately 6 miles inside the park): Trees requiring trim work are located near campsites, buildings, roads, trails and other utilities. Light trimming of 143 cottonwood trees, moderate trimming of 2 juniper trees, removal of 3 cottonwood trees of 26' overall height or less, removal of 1 ash tree of 20' overall height or less.NORTH UNIT HEADQUARTERS (located at the entrance of the park unit): Trees requiring work are located in the vicinity of the Visitor Center, housing units and the maintenance shops. Light trimming of 18 cottonwood trees. JUNIPER CAMPGROUND AREA (located approximately 5 miles inside the park): Trees requiring trim work are located near campsites, buildings, roads, trails and other utilities. Light trimming of 166 cottonwood trees, Light trimming of 12 juniper trees, removal of 5 cottonwood trees of 24' overall height or less, removal of 3 ash trees of 16' overall height or less.
