Description

Description of Supplies/Services: The U.S. Geological Survey (USGS), GD/VSC, has a requirement for A Service Maintenance Agreement with an upgrade for the Oxford ISIS 310/SEM Si(Li), energy dispersive X-ray Spectrometer, in accordance with the Statement of Work. The Period of Performance includes 1 Base Period: 10/15/2010 through 7/14/2011, and 2 Option Years: 7/15/2011 through 7/14/2012 and 7/15/2012 through 7/14/2013. The Government intends to award this requirement noncompetitively IAW FAR 12 and 13.106-1(b),(1) to Oxford Instruments America, Inc. Upgrading the Western Region Oxford ISIS 310 energy dispersive X-ray spectrometer (EDS) analyzer and computer (PC) will extend the life of the analyzer capability. The EDS is an integral part of a currently owned digital field emission scanning electron microscope system. The Oxford X-ray spectrometer is serviceable for several years, and to maintain the integrity of the instrument the USGS needs to purchase the upgrade from Oxford because it is the only vendor known that offers an upgrade that supports the Oxford X-ray Spectrometer, that covers up to a three year maintenance service contract. No other company is known that can provide this type of maintenance service agreement or upgrade. Other interested concerns having the ability to furnish these services shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government's only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency. This notice and any resulting contract or order conforms to the requirements in place through FAC 05-44 (effective 08 JUL 2010).
