- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12, in conjunction with FAR 13, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued for proposals and a written solicitation will not be issued. The Government intends to award a contract to the responsible vendor whose offer best conforms to the specifications, meets the Government's delivery schedule and is the most cost effective in accordance with the Evaluation Criteria. Award shall be based on the lowest technically acceptable quotation. The incorporated provisions and clauses are those that are in effect through the latest Federal Acquisition Circular. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. Clause 52.212-4 Contract Terms and Conditions--Commercial Items and Clause and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items are hereby incorporated by reference. The provision at FAR 52.212-1 Instructions to Offerors, Commercial Items, applies to this acquisition. Offerors are reminded to include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications, Commercial Items, which can be accessed at http://www.arnet.far.gov. The successful offeror must be registered in the Central Contractor Registration (CCR) database to be considered for award. The CCR database may be accessed at www.ccr.gov. The U.S. Environmental Protection Agency (US EPA), Region 4-Atlanta, has a requirement fora Segmented Continuous Flow Analyzer System (1 EACH) ? Seal Analytical or EQUAL, as follows: 2-Channel AutoAnalyzer 3 System (1 each); to include Pump IV with digital air injector (1 each); Chemistry Module (1 each) which includes MT 16 analyzers for analyzing TKN and NH3 (2 each); Flowcells (2 each); Optical Filters 2 x 660 nm (2 each); Complete Method Documentation (3 each); Dual Channel High Res. Digital Colorimeter (1 each); AACE Software for AA3 (1 each); Accessory Kit (1 each); Consumable Kit (1 each); Hardware & Software User Manuals (1 each); Random Access Sampler Type XY-2 (1 each); Hi Spec Dell PC with flat screen and printer (1 each); On-Site Installation and Training; SHIPPING & HANDLING, if applicable. The AutoAnalyzer System must meet the following specifications which are REQUIRED to fulfill mandatory laboratory operations at an acceptable quality:1) All chemistries MUST run air-segmented flow methods in order to fulfill the requirements of EPA Methods 350.1 and 351.2.2) The instrument MUST be available with multi-test manifolds which run USEPA accepted methods and make it possible to change from one method to another without any manual switching of manifolds or pump tubes.3) The detector MUST be a dual beam detection system with same-wavelength correction for high stability.4) The digital photometer MUST be high resolution with a maximum sensitivity of 0.001 AUFS to enable very low concentrations to be measured accurately and provide low detection limits as required by the EPA methods.5) All hydraulic components MUST be glass due to its inert chemical properties to diminish the risk of carryover and sample contamination.6) All hydraulic components MUST have an internal diameter of 2.0 mm to limit the risk of blockage from dirty samples.7) The autosampler MUST have stainless steel and PEEK sample probes available for all sample types including highly acidic samples which are characteristic of TKN analysis. Unless otherwise specified in the purchase order/contract, the supplier is responsible for the performance of all inspection requirements and quality control. This acquisition is 100% small business set-aside. All interested small businesses are invited to respond to this requirement within 15 days after publication of this notice. Questions concerning this acquisition shall be submitted IN WRITING and e-mailed to wallace.carole@epa.gov. All answers will be provided via an amendment to the solicitation. No paper copies of the Request for Quote will be provided. OFFERS/QUOTES ARE DUE WITHIN 15 DAYS AFTER PUBLICATION OF THIS NOTICE and may be submitted to wallace.carole@epa.gov or faxed to 404/562-8210. It is the offeror's responsibility to ensure receipt of faxes or e-mail quotes. Quotes shall include 1) a schedule (list) of offered items to include unit and total price, 2) delivery time, 3) shipping charges if applicable, and, 4) completed Representations and Certifications (FAR 52.212-3). Telephonic questions will not be answered and collect calls will not be accepted. NOTE: Offerors submitting insufficient information m ay be eliminated from competition.
