- Sole Source justification The U.S. Government has a requirement to continue operating a NOAA Weather Radio transmitter for Homer, Alaska and the surrounding area from a location strategically situated at 59° 40' 37' North Latitude & 151° 36' 55' West Longitude at an elevation of 1,200' above mean sea level. NOAA has been operating its NOAA Weather Radio at this location since about 1977. Two parcels of land are used, Lot 1-A has the Government Tower and guy wires present on site. Adjacent property, Lot 3-B, which will be entered at document 10WSW0210C, has a Government Communications shed and guy wire to tower. Both properties were thought to be within State road right-of-way but surveys revealed them to be on two private parcels.
