Description
DESCRIPTION: The U.S. Department of the Interior, National Business Center, Acquisition Services Directorate (AQD) on behalf of the Department of the Interior, Office of the Secretary, Deputy Assistant Secretary - Budget, Finance, Performance and Acquisition, intends to issue a Request for Quote (RFQ) to solicit for a Review and Analysis of Land Acquisition Prioritization and Development of Options and Recommendations for Improved Integration Evaluation of Inholdings Policies and Procedures and Land Use Changes requirement. The estimated period of performance will be for a period of eight (8) months. The Request for Quote will be for the potential award of a Firm-Fixed-Price Purchase Order. The solicitation will be a Commercial Item Acquisition conducted under Federal Acquisition Regulation (FAR) Part 12-Acquisition of Commercial Items and FAR Part 13.5-Test Program for Certain Commercial Items. For this acquisition, the technical quotes will be presented to the Government in oral form by means of an oral presentation. No technical quotes other than the response for the Go/NO-Go Factor, CCR, Past Performance References, and technical assumptions will be due by the closing date of the Request for Quote. The technical quote in relation to the evaluation criteria will only be presented in the form of oral presentations along with the hard copies of materials submitted at the oral presentation. At the beginning of the oral presentation, the offeror shall provide hard copies of the presentation materials, the Program Management Plan, the Quality Assurance Plan/Quality Control Program, and the resumes of all personnel who will participate in the oral presentations. Presenters must be the same individuals who will be working on this requirement. Resumes of personnel not present at the oral presentation shall be submitted at the oral presentation for evaluation by the Government. Further information regarding the oral presentations will be provided in the Request for Quotation. Price quotes with price assumptions shall also be due by the closing date of the Request for Quotation. As a part of the offeror's initial response to the Request for Quotation by the due date, the offeror shall submit a two-page maximum summary sheet of their previous experience using financial, regulatory, biological/ecological, and economic data in natural resource or conservation planning, which will be evaluated as a Go/NO-Go Factor. Each offeror's quote will first be evaluated to determine if it meets the criteria of this Go/NO-Go factor. If the criteria under the Go/NO-Go are determined to be a "NO-GO", no further evaluation shall occur. Offerors that submitted a quote will be notified if they are no longer recommended for inclusion in the competition. If after the evaluation of the Go/NO-Go factor, the Contracting Officer determines that the number of quotes that would otherwise be included for oral presentations exceeds the number at which a proficient number can participate, the Contracting Officer may further limit the number of quotes for oral presentations to only those deemed to be most qualified based on the previous experience demonstrated for the Go/NO-Go factor. If an offeror is no longer recommended for inclusion in the competition prior to oral presentations, they will be notified. The NAICS code for this requirement is 541611-Administrative Management and General Management Consulting Services with a size standard of $7million. This acquisition is being competed as a 100% set-aside for Small Business. Only Small Businesses may submit a quote. The competitive RFQ, any RFQ amendments and all questions and answers related to this procurement will be made available via the Internet at http://www.aqd.nbc.gov/solicitations under RFQ number D10PS18529. The solicitation, RFQ, is anticipated for release to the vendor community on or about August 20, 2010 and will only be available via the Internet at the above website. Potential Offerors are responsible for accessing the website. Interested parties must respond to the solicitation in order to be considered for award of any resultant Purchase Order. In order to accommodate questions, potential Offerors will be able to submit questions, which will be due August 27, 2010.
