Description
The U.S. Geological Survey, Southwest Biological Science Center, Colorado Plateau Research Station, Applied Research and Development Building, has a requirement to locate and re-survey permanently marked vegetation study plots in central and northern Arizona. The field work should be completed by the end of the summer of 2011 with the final report due June 30, 2013. The deliverables to the USGS for this contract are 1) summaries of the data from Dr. Vankat's original 1978 and 1984 vegetation surveys and data from the 1935 Grand Canyon plots that were successfully located and re-survey; 2) data from the re-survey on these plots; and, 3) the GIS coordinates of each plot successfully located and re-surveyed, and, 4) selected digital images demonstrating prominent trends of change and/or replicating historical images (where possible). Dr. Vankat at Vankat Consulting, LLC, Flagstaff, Arizona, is the only known plant ecologist to have conducted such a re-survey of these peculiar Pinyon-Juniper plots, which includes difficulties such as plot location using only crude maps, written notes, and occasional historical photographs. Dr. Vankat will be in a position to contrast the magnitude of changes from these 1935 plots with his re-sampling of his 1978 and 1984 plots. Therefore, the government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b)(1) to Vankat Consulting, LLC for D. Vankat's services. Other interested concerns having the ability to meet the USGS requirements may submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement at 16:00 local time. All submissions will be evaluated to determine if competitive opportunities exist. If no competitive opportunities exist, request for quotation (RFQ) 10WRQQ0279 will be made available to Vankat Consulting, LLc on or about Aug. 16, 2010. This notice and any resulting quotation or purchase order conforms to the requirements in place through FAC 2005-15, effective Feb. 12, 2006. NAICS 541712 - Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology) for which the associated size standard is $6.5 million.
