Description
Description: The U.S. Army Corps of Engineers (USACE), Marine Design Center intends to initiate an Invitation For Bid (IFB) to acquire the necessary marine services to construct, test and deliver two (2) new welded steel deck cargo barges for the U.S. Army Corps of Engineers, Rock Island District, with two evaluated options for one (1) additional deck barge per option. The barges will be used in support of the civil works maintenance and repair mission of the Rock Island District. These barges will be used primarily as rock barges in conjunction with the Rock Island District's project maintenance fleet. Deck structure on these barges will be heavy for severe service. The barges will be loaded and unloaded by a variety of operations including use of various track or wheel based earth moving equipment. Such equipment will be driven onto the barge utilizing specially designed ramps. Each barge will also have a cargo box with one open end. The principal dimensions of the barge are 150 feet long, 50 feet wide, and 8 feet deep. The barge shall be built and classed with ABS Classification for Maltese Cross A-1, Barge, River Service. A detailed design for the barge is included as part of the solicitation package. Period of performance is 375 DAYS after award of the contract, including delivery to US Army Corps of Engineers Rock Island District, 25549 182nd St., Pleasant Valley, IA 52767. The NAICS code is 336611 and the size standard is 1,000 employees. This procurement is 100% set-aside for small business. A bid guarantee and performance and payment bonds will be required; warranty of supplies/services and liquidated damages will apply. The acquisition will be solicited using the Sealed Bid procurement process prescribed in Part 14 of the Federal Acquisition Regulations (FAR). The Solicitation Number W912BU-10-B-0014 will be issued on or about 11 AUG 2010 with a response date of 14 SEP 2010 at 2:00 P.M. Hard copies will not be available and written or fax requests will not be accepted. The official media of distribution for this IFB is the web. Contractors may download the solicitation (including any drawings) and any amendments via the Federal Business Opportunities (FedBizOpps) web site at www.fbo.gov, on or after the issue date. It is the bidders responsibility to monitor the FedBizOpps web site for any amendments. Interested firms must register at FedBizOpps in order to access the solicitation. Bidders are responsible for printing copies of the IFB and any amendments. All bids are to be delivered to the U.S. Army Corps of Engineers, Philadelphia District, Wanamaker Building, Room 643, 100 Penn Square East, Philadelphia, PA 19107-3390, Attn: Edward Boddie.[W912BU-10-B-0014]. All contractors are required to be registered in the DOD Central Contract Registry (CCR) before award as required by DFARS 204.7300. Information on getting registered may be obtained by accessing the CCR website at www.ccr.gov. Instructions will be included in the solicitation. Also, firms who receive a federal contract in excess of $25,000.00 are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans.
