Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR13 - Simplified Acquisition Procedures. This announcement constitutes the only solicitation. Quotations are being requested, and a separate written solicitation document will not be issued. The North American Industrial Classification Code System (NAICS) for this procurement is 334516 with a business size standard of 500 employees The Laboratory of Sensorimotor Research (LSR), National Institutes of Health, performs research in the fundamental brain mechanisms that allow sensory-motor coordination, specifically the visual/oculomotor system. During experiments we have been using hand operated electrode manipulators to move the electrode close to a single neuron in order to record its activity. A market survey was performed and it was determined that oil hydraulic micromanipulators can be obtained from small businesses. The oil hydraulic micromanipulators should allow for computational control of the electrode movement. The new models should provide higher quality data, faster. Objective: The LSR requires four each oil hydraulic micromanipulators and four each 10M (total 40 m, 7m + 3m) extension cables. The micromanipulators should perform as highly precision in a computer driven micromanipulator, provide clear data, as well as decreasing the likelihood of penetrating the brain too deeply. The following specifications are required: Oil Hydraulic Micromanipulator with stepping motor. FINE MOTORDRIVE: 30mm WEIGHT: 95g STAGE: Open Type MECHANICAL: 50mm (Z-axis) 13mm (X-axis) 18mm (Y-axis) Additional Requirements: 1. The instrument should have a factory warranty of one year and include additional (other than the original calibration that comes with the new instrument) calibrations. 2. Delivery shall be FOB Destination. 3. Final Acceptance: Final acceptance shall be provided and payment in full shall be made upon receipt and acceptance of items. Award will be made on a technically-acceptable, lowest-price basis. Technically-acceptable refers to meeting or exceeding the technical specifications delineated in this Solicitation and acceptable to the End User. Price shall not be evaluated on quotes that are determined not to be technically-acceptable. The purchase order shall be a Firm-Fixed Price Order. In accordance with FAR 52.212-3 Offeror Representations and Certifications - Commercial Items, offerors must complete annual representations and certifications on-line at http://orca.bpn.gov. If paragraph (j) of the provision applies, a written submission is required; The following clauses apply to this acquisition: 1) 52.212-4 - Contract Terms and Conditions (Commercial Items); 2) 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders (Commercial Items including subparagraphs); 3) 52.222-3 - Convict Labor; 4) 52.222-19 - Child Labor (Cooperation with Authorities and Remedies); 5) 52.222-21 - Prohibition of Segregated Facilities; 6) 52.222-26 - Equal Opportunity; 7) 52.222-36 - Affirmative Action for Workers with Disabilities; 8) 52.225-1 - Buy American Act-Supplies; 9) 52.225-13 - Restriction on Certain Foreign Purchases (E.O. 12722, 12724, 13059, 13067, 13121, and 13129); 10) 52.232-33 - Payment by Electronic Funds Transfer (Central Contractor Registration). The offeror may submit the offer in accordance with their standard commercial pratices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) complete mailing and remittance addresses; 2) discounts of prompt payment if applicable; 3) Dun and Bradstreet no; 4) Tax ID number; 6) Offeror must meet description of services as noted in the synopsis. Offeror shall include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications/Commercial Items with their offer. Note: Contractor must be registered with the Central Contractor Registration (www.ccr.gov).
