- This is a pre solicitation notice for a proposed construction contract to construct a new two-story therapy pool building in the existing courtyard north of the Bldg 100 Energy Plant at the VA Puget Sound Health Care System, Seattle WA campus. The VA is seeking a contractor to provide all labor, materials, tools, equipment, and supervision for the proposed contract. The building will have (1) therapy and (1) exercise pool, locker rooms, exercise/rehab areas, offices and exam rooms. The building will also have partially usable interstitial space for mechanical equipment and storage. The building will be approximately 16,000 GSF. Construction of the new building will also require utility relocation throughout the courtyard. Work will include, but is not limited to, new architectural, civil, structural, mechanical, plumbing and electrical work. There will be a pre-bid site inspection Tuesday, August 31, 2010 at 10 am PST in Building 18; Room 111, 1660 South Columbia Way, Seattle, WA 98108. The construction cost range is $5 million to $10 million. Contract completion time will be 270 calendar days from the date of the Notice to Proceed. The VA anticipates awarding a firm, fixed price contract. This procurement will be a sealed bid competition with a 100% set aside for Service Disabled Veteran Owned Small Businesses. The NAICS classification is 236220. The small business size standard is $33.5 million. As authorized by FAR 5.102(a)(7), solicitation dissemination is limited to electronic medium, and VA will provide no hard copies. The solicitation, consisting of various bid documents, specifications, forms, and drawings will be available for download at no charge at the FedBizOpps (FBO) website o/a August 24, 2010. Bidders are advised that they are responsible for obtaining all bid documents and any amendments, and should re-visit FBO website periodically to look for any updates. Further details of all dates and events will be available in the solicitation. Address all questions in writing via email to the contracting officer; no telephone inquiries will be accepted. Bid opening date will be o/a September 23, 2010.
