Description
This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding availability and capability from qualified small business organizations to provide the services stated herein. Based on capability statements received in response to this Sources Sought Announcement this acquisition may be solicited as a 100% small business set-aside. All small business organizations (SB, SDB, WOSB, HUBZone, VOSB, and SDVOSB) are encouraged to respond to this notice. The Division of medical Arts (DMA), Printing Services Branch (PSB) provides printing and documents management conversion services to the NIH community. In addition, the PSB is responsible for advising NIH leadership on major printing and reprographic policy, providing federal policy for management of the NIH Printing Program, to insure adherence to the regulations of Title 44, Government Printing and Binding Regulations of the Joint Committee on Printing (JCP), Congress of the United States. Liaison with the Public Health Service (PHS), Department of Health and Human Services (DHHS), Government Printing Office (GPO), and other government agencies and commercial printing vendors on printing related matters. The PSB provides the NIH community with expertise on current and emerging technologies related to printing and document management/conversion. The PSB provides consultation and advisory services to the Institute Centers (ICs) in matters relating to printing products and services and manages and administers the commercial printing program NIH. The PSB provides on-site document management/conversion and digital print services, to include research grant digitalization, reproduction and distribution to the NIH community. The PSB conducts studies and surveys to determine timeliness and adequacy of services being provided, researches and implements methods to reduce cost and improve service levels, and provides consultation on printing and document management and conversion services. The PSB is a fee-for-service. The purpose of this project is to provide printing expertise, consulting services and assistance to the PSB. Purpose and Objectives for the Procurement To provide printing and consulting services to the PSB through July 31, 2011 as follows: As requested, •Printing Specifications Services, to include preproduction advice, correct quality assurance assignment, develop and write detailed printing and binding specifications required for contract solicitations. Advise PSB Printing Officer with an expert opinion on the technical compliance of the contract proposals. Participate in any contract negotiations prior to award. •Review all proofs checking for production errors and/or color problems. Mark proofs for Corrections to be made. •Travel to commercial printing plants to review printing during the final production. Ensure that printing meets industry standards and quality assurance. •Review postproduction compliance and quality control. Consult with PBS Printing Officer when contract disputes arise. Act as technical expert of industry standards to help resolve contract disputes. The PSB expects, as a result of this service being provided, to meet regulatory and operational reguirements for fiscal 2010 and 2011. Contractor Reguirements Contractor must have access to NIH intranet site and have a VPN account. Government Responsibilities Contactor will have accessibility to all applicable systems utilized by the PSB. No property will be needed or given to the contractor. Deliverables Performance reports will be provided monthly. Reports should be completed by: Program Management Will be monitored by the Printing Officer, DMAP Review and Approval Anticipated Period of Performance will cover 12 months. Any business or organization that believes it has the capability to fulfill this requirement should submit a brief narrative response indicating previous experience and capabilities related to the described work. Capability Statements should described (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; (e) examples of prior completed Government contracts, references, and other related information and (f) any other resources available to support this project.
