- This is a combined synopsis/solicitation for services prepared in accordance with the format in FAR Subparts 12.6 and FAR Subparts 13.302, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals/quotes are being requested, and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. The solicitation reference number is F4AB000169A001. This acquisition will be a 100% small business set-aside; the North American Industry Classification System (NAICS) code is 334515. The business size standard is 500 employees. This request for quotation consists of the following item, -or equal-: If submitting an -or equal- product, please supply manufacturer name and part number, and specifications if available. If equal, vendor must provide information with quote proving the equality of the items. Technical acceptability of or equal products shall be determined by the government. All quotes must reflect FOB Destination. The Government anticipates award on a best value basis. IAW FAR 52.212-2, Evaluation-Commercial Items, the Government intends to award a contract to the responsible offeror whose offer conforming to the proposal will be the most advantageous to the Government based on technical capability of the item offered to meet the Government requirement, past performance and price. The following factors shall be used to evaluate offers: 1. Technical Specification/Capability 2. Price Technical evaluation factors when combined will be significantly more important than price. Each Contract Line Item Numbers (CLIN) is Anritsu or Equal. Interested parties submitting quotes MUST also include descriptive literature that demonstrates functional capabilities of their product. This RFQ consists of the following CLINS: CLIN 0001: (Qty 1 Ea) Vector Network Analyzer - Part Number Anritsu 37347D or equal (See specifications below) - Minimum frequency range of 40 MHz to 20 GHz and upgrade ability to have larger frequency range and added capabilities including upgraded software - Minimum of 2 Ports (Universal K (m)) - Ability to be used in the active testing of a high powered device, as well as passive testing - Color display - Frequency and CW Draw Domain - Gain compression and gain compression measurements - Power sweep capability - Internal bias tees and step attenuators - Independent display channels - Flexible Calibration with a program that guides the user through the steps and will save settings for future use, both on the VNA and to a disk or send to a computer - Ability to "remove" adaptors used during calibration for accurate measurements of un-insertable devices - Multiport calibration - Capture ability that allows the user to save data in bitmap, s2p, etc; or send to a printer or plotter. - Embedding/De-Embedding - E/O and O/E measurements - Data can be graphed as Log Magnitude, Phase, Log Magnitude and Phase, Smith Chart (Impedance and admittance), Linear Polar, Log Polar, Group Delay, Linear Magnitude, Linear Magnitude and Phase, Real, Imaginary, Real and Imaginary, SWR and Power out. - Minimum resolution (per division) of: 0.001 dB for log magnitude, 1pU for Linear Magnitude, 0.01º for Phase, 0.001 ps for group delay, 0.001 ms for time, 0.1µm for distant, 1pU for SWR and 0.01dB for Power. - Data averaging either point by point or sweep by sweep - Single Frequency and sweep frequency range measurements - Ability to choose number of discrete data points from 2 up to at least 1601 - Trace Memory and Overlay - Multiple Markers (at least 6) - ability to reference one marker to another marker - Marker search and sweep feature - Vector Error Correction - Ability to modify Reference Impedance - Ability to connect to a computer via an Ethernet port - Have the following ports: Standard and dedicated GBIP, Printer, Serial - External I/O Connectors - Keyboard and Bias Input - Front Panel with clearly marked controls - Compatible with LAB View, C++ Visual, Visual Basic and Windows OS - Options for the following: Metrology grade connections and/or calibrations, Upgrade with Time Domain Measurement, Upgrade to Auto-Calibration CLIN 0002 - (Qty 1) Test Port Cables - Part Number Anritsu 3671K50-1 or Equal - Flexible K (f) - K (m) cable kit (consisting of 2 cables) CLIN 0003 - (Qty 1) Rack Mount Kit - Part Number Anritsu 3700-1A or equal - Handles ONLY (no slides) CLIN 0004 - (Qty 1) WR284 Calibration Kit- Part Number Anritsu SC7991 or equal - Kit consists of the following: terminations, offset shorts, adaptors, bolt kits, and software.
