- This is a combined synopsis/solicitation from the U.S. Fish and Wildlife Service to supply and install a total of 300 native riparian trees, from material sources within the Columbia Plateau, the Northern Eastern Cascades Slopes and Foothills, or the Western Rockies Ecoregions. Trees are to be staked and loosely guyed, and enclosed in caging as specified in clause 3.6 of the complete statement of work (below). Trees to be installed late fall 2010 (approximately early to mid November 2010). Project areas lie adjacent to the Yakima and Columbia River in eastern Washington, within Benton and Franklin Counties. Project is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 10181AQ762 and is issued as a Request for Quotes (RFQ). RFQ 10181AQ762 may be viewed thru a link to the National Business Center Interior Electronic Acquisition System-Electronic Commerce at "http://www.fedbizopps.gov" or "http://www.nbc.gov". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-43, Aug 2, 2010. This is a Set Aside for Small Business. The NAICS is 115112. The small business size standard is 7.0 million. This will be a "best value" procurement with award based on past performance with similar work over the last three years, written work plan indicating precisely how work will be accomplish, including qualifications of key personnel and site supervision; and price. Past performance and work plan with key personnel when combined, are significantly more important than price. The complete statement of work for these services is as follows: STATEMENT OF WORKSupply and Installation of Riparian Tree Stock 1. GENERAL: 1.1 The U.S. Fish and Wildlife Service, Mid-Columbia River National Wildlife Refuge Complex, 64 Maple St., Burbank, WA 99323, has a requirement to supply and install a total of 300 native riparian trees, from material sources within the Columbia Plateau, the Northern Eastern Cascades Slopes and Foothills, or the Western Northern Rockies Ecoregions. Trees are to be staked and loosely guyed, and enclosed in caging as specified in Clause 3.6 (below). Trees are to be installed late fall 2010. 1.2 In 2007 and 2008 numerous large wildfires burned more than lO9,620 acres of critical shrub-steppe and riparian habitats of several management areas of the Complex, and among other things eliminated most of the existing tree cover from riparian areas within the fire zones. This area lies within the Columbia Plateau Ecoregion of eastern Washington and Oregon, and represents the extreme of the shrub-steppe ecosystem(e.g., low elevation, extended periods of high temperatures, extremely low precipitation, frequent significant (drying) wind events, alluvial sandy soils). Being the extreme of the shrub-steppe ecosystem this area also faces above normal competition pressure from invasive species, leading to significantly reduced natural recovery potential. It is critical that native plant materials be adapted to conditions present on Complex refuges to maximize the probability of establishment, survival, and reproduction. 2. DEFINITIONS: 2.1 ALE: Fitzner-Eberhardt Arid Lands Ecology Reserve resource management unit, Hanford Reach National Monument, located east of the Yakima River and west of the Columbia River. This unit is closed to the public. 2.2 Columbia Plateau Ecoregion: that area of land and associated plant communities that lies in and around the Columbia/SnakelYakima River basins of Washington, Oregon, and Idaho, as defined by the US Environmental Protection Agency (Level III Ecoregions of the Continental United States) 2.3 Complex: Mid-Columbia River National Wildlife Refuge Complex 2.4 DBH: Diameter Breast-High (4.5 ft or 1.3 m from the ground) 2.5 Hanford: U.S. Department of Energy, Hanford Site 2.6 Northern Eastern Cascades Slopes and Foothills Ecoregion: that area of land and associated plant communities that lie on the eastern slopes of the Cascade Mountain range in Washington and northern Oregon (north of Bend, OR), within the greater Eastern Cascades Slopes and Foothills Ecoregion, as defined by the US Environmental Protection Agency (Level III Ecoregions of the Continental United States) 2.7 USFWS: U.S. Fish and Wildlife Service, Mid-Columbia River National Wildlife Refuge Complex 2.8 Wahluke: Wahluke resource management unit, Hanford Reach National Monument, located east of the Columbia River, immediately adjacent to the U.S. Department of Energy Hanford Site. This unit is open to the public. 2.9 Western Northern Rockies Ecoregion: that area of land and associated plant communities that lies in and around the Okanogan and Spokane/Coeur d' Alene areas within the greater Northern Rockies Ecoregion, as defined by the U.S. Environmental Protection Agency (Level III Ecoregions of the Continental United States) 3. SCOPE: 3.1 The contractor shall supply and install 39 Quaking aspen (Populus tremuloides) trees at sites on ALE identified by USFWS. Trees should be a minimum of 5 gallon container size with at least 1/2" DBH. 3.2 The contractor shall supply and install 61 Black cottonwood (Populus balsamifera trichocarpa) trees at sites on ALE identified by USFWS. Trees should be a minimum of 5 gallon container size with at least 1/2" DBH. Supply and Installation of Riparian Tree Stock. 3.3 The contractor shall supply and install 50 Peach leaf willow (Salix amygdaloides) trees at sites on ALE identified by USFWS. Trees should be a minimum of 5 gallon container size with at least 112"DBH. 3.4 The contractor shall supply and install 100 Black cottonwood trees at sites on Wahluke identified by USFWS. Trees should be a minimum of 5 gallon container size with at least 112"DBH. 3.5 The contractor shall supply and install 50 Peachleafwillow trees at sites on Wahluke identified by USFWS. Trees should be a minimum of 5 gallon container size with at least 112" DBH. 3.6 The contractor shall provide and install caging on all trees. Caging shall be four feet on a side (square) and eight feet tall. Caging shall be constructed of 4 gauge welded fence paneling (e.g., Oklahoma Steel & Wire Co. MAX 50-10 Fence Panels), with hexagonal wire fencing (e.g., chicken wire) wrapped around the lower 3 feet. Caging shall be held in place using four 6-foot T-posts (one set in each of the four comers), driven a minimum of2 feet in the ground. Caging must be elk, deer, porcupine, and cottontail rabbit resistant, and be able to last up to 5 years. Alternative cage designs will not be allowed, as described cage design is to be tested against two other designs already deployed. 3.7 The contractor shall stake and guy all trees. Staking and guying must be able to withstand 50+ mph winds without significantly damaging the tree, and without training the tree to be reliant on staking and guying. Guying must be loose enough to prevent strangulation of the tree. Staking and guying must be able to last up to 1 year. 3.8 All source(s) for tree stock must be identified by contractor. All source(s) for tree stock shall be Columbia Plateau, Northern Eastern Cascades Slopes and Foothills, or Western Northern Rockies Ecoregion-derived. 3.9 Substitutions must be pre-approved by USFWS. Acceptable substitutions for trees in Clauses 3.2 and 3.3 (above) are: Pacific willow (Salix lucida lasiandra; 5 gallon container size or larger and 112"DBH minimum), Black chokecherry (Prunus virginiana var. melanocarpa; 5 gallon container size or larger with 112"DBH minimum), as well as Black cottonwood and/or Peachleafwillow of above identified minimum sizes. No substitutions will be accepted for Quaking aspens in Clause 3.l. 3.10 Substitutions must be pre-approved by USFWS. Acceptable substitutions for trees in Clauses 3.4 and 3.5 (above) are: Bitter cherry (Prunus emarginata var. emarginata; 5 gallon container size or larger and 112"DBH minimum), Pacific willow (5 gallon container size or larger and 1/2" DBH minimum), as well as Black cottonwood and/or Peachleafwillow of above identified minimum sizes. 3.11 Quaking aspen will not be acceptable as a substitute. 3.12 All tree and caging installations must be done by hand. ATV's/UTV's may be used by trained and experienced personnel to move plant materials and supplies to installation sites, though their use should be limited as much as possible. All effort must be made to limit impacts to the ground. All ALE installation sites are within 114mile of existing or historic gravel and/or dirt roadways. All Wahluke installation sites are within 1/2 mile of existing dirt roadways. 4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE: 4.1 The contractor should contact USFWS prior to commencement of work to verify installation sites and access details. 4.2 The approximate expected installation period will be early to mid November 2010. Actual installation period will be determined by USFWS, and will be based on environmental conditions (e.g., adequate soil moisture, proper temperatures) 5. INSPECTION AND ACCEPTANCE: 5.1 Evaluation and acceptance will be determined by the Technical Coordinator(s) and/or other trained USFWS personnel. Plants will be measured by USFWS for compliance with size requirements. Contractor must supply source identification on all tree stock prior to installation to confirm acceptability of plant material origin. 6. GOVERNMENT FURNISHED EQUIPMENT on MATERIALSIINFORMATION: 6.1 USFWS will stake, label, and/or color-code (by species) tree installation points prior to work initiation. 6.2 USFWS will supply maps, GPS-location files and/or GPS-led guidance, and on-site review as needed. 6.3 Coordination and communication with USFWS personnel, other contractors, and outside interested parties as needed. 6.4 Coordination and communication with Hanford security personnel regarding security considerations as needed (see Line Item 7.l). 7. AVAILABILITY: 7.1 The Hanford Reach National Monument is immediately adjacent to the Hanford Nuclear Reservation. Due to national security issues, access restrictions may be in effect at the time of contract implementation. These restrictions may require daily coordination between the USFWS, contractor, and Hanford Security officials. If operations occur on DOE-owned lands, the USFWS will assist the contractor in obtaining proper clearances and provide updated security information as needed. Though not likely, national securityissues may delay implementation. 7.2 The project areas lie adjacent to the Yakima and Columbia Rivers in eastern Washington, within Benton and Franklin Counties. It is common that dense fog develops in and around the project areas during the winter. It is also common to have freeze events, snow events, and high-wind events during this same time period. This may lead to installation delays and difficulties and could expose workers and equipment to extreme environmental conditions. 7.3 Annual precipitation on the Hanford Reach National Monument is approximately 6 inches, with most coming in the form of winter fogs and rains. Elevations within the installation areas range from approximately 540 feet above Mean Sea Level (MSL) to 2,100 feet MSL. 8.
