- VISN 19 Contracting located at 4100 E. Mississippi Street, Glendale, CO 80246 is soliciting offers from experienced and qualified Service Disabled Veteran Owned Small Businesses to provide all necessary labor, materials, services, equipment to perform design build services for a new Parking Structure to be located at the George Wahlen VA Medical Center, Salt Lake City, UT under project no. 660-331. The current demand for parking by veteran customers of the the George E. Wahlen VAMC at Salt Lake City, Utah has exceeded the available parking at this VAMC. In order to support the VHA's mission of providing medical services to veterans in this part of VISN 19's region, the decision was made in FY2010 to fund and source a Project to design and build a new parking structure at VAMC Salt Lake City. The Project will be located at the VAMC in Salt Lake City on the existing on-grade parking area northwest of the main hospital facilities in building no. 1 and building no. 14. The Project will consist of a two story concrete parking structure constructed using a post tension structural system. All other construction methods will not be considered. The Project will include pedestrian circulation pathways, parking related signage, landscaping, surface roadways and lighting systems. The parking structure will include a steel structural roof on the top deck. The structure will be constructed to accommodate one additional parking level at a future date. The parking structure in this RFP shall contain a minimum of 400 parking spaces. The estimated construction range is between $5,000,000 and $10,000,000. The VA is issuing this Request for Proposals in accordance with FAR Part 15 as a best value to the Government. Proposals will be evaluated and award will be made on the basis of both cost and technical considerations most advantageous to the Government in accordance with FAR Part 15. All technical factors when combined will be greater in importance than cost or price. The following proposal evaluation criteria are listed in descending order of importance: 1) Management Plan 2) Strength to Team 3) Schedule 4) Past Performance 5) Design Statement 6) Cost. In accordance with P.L.109-461, this acquisition is restricted to Small Business Concerns Owned and Controlled by Service Disabled Veterans (SDVOSBs). NAICS Code 236220, which is for Commercial and Institutional Building Construction. The small business size standard for this NAICS is $33.5 million. Solicitation documents should be available electronically on or about October 12, 2010 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. A site visit and pre-proposal conference is tentatively scheduled for October 20, 2010 at 10:00 AM Mountain Time at the Building 9 Auditorium at the George C. Wahlen VA Medical Center, 500 Foothill Blvd, Salt Lake City, UT. Prospective offerors are encouraged to attend this site visit to familiarize themselves with the project, project cist an conditions which may affect your proposal. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments in writing in regards to the solicitation documents prior to the scheduled site visits. Solicitation number VA-259-10-RP-0224 has been assigned and should be referenced on all correspondence regarding this announcement and solicitation. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and in accordance with FAR part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) database prior to award of a contract. Both may be accessed at the Business Partner Network (BPN) website at http://www/bpn.gov/.
