- This is a COMBINED SYNOPSIS / SOLICITATION for a commercial service prepared in accordance with the information in FAR Subpart 12.6 as supplemented with the additional information included in this notice. This notice constitutes the only solicitation; a written solicitation will not be issued. The RFQ number is M62204-10-T-4044. The clauses and provisions incorporated in this solicitation may be accessed in full text at this address: https://farsite.hill.af.mil. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 238210 and the small business standard is $14.0. This requirement is set-aside for small businesses.There will be a site visit conducted for this requirement at the Marine Corps Logistics Base Barstow, Yermo Annes, Barstow, CA on August 16, 2010 at 8:00am PST. All attendees must be United States Citizens and must register at the pass & id office prior to entry onto the base. Visitors to the base must bring drivers license, car registration, and proof of insurance in order to obtain access to the installation. All attendees must contact June Henley at june.henley@usmc.mil to confirm that they will be coming to the site visit. Late attendees will not be accepted. At the pass office, you will be given directions to Bldg 573, where June Henley will meet you at 8:00am PST. Description of Work to be completed: SCOPE: This Statement of Work (SOW) will establish the tasks and identifies the work efforts that shall be performed by the Contractor. For the purposes of this SOW, the Contractor is defined as the commercial entity performing the Arc Flash Hazard Analysis. The end result shall be new single line drawings detailing the major components of the electrical system. 1.0 BACKGROUND: Arc Flash Hazard Analysis to be conducted in accordance with the 2009 NFPA 70E and IEEE 1584 on the 8 substations which are rated at or below 480 volts AC and at or above 200 amps. Individual quotes on each substation are requested. Please note there are a few substations that are rated at 208 volts and are over 200 amps, these must be included in the Arc Flash Hazard Analysis. 2.0 INDUSTRY STANDARDS: Recommendations made by the contractor shall be in accordance with the 2009 NFPA 70E and IEEE 1584. 3.0 REQUIREMENTS: The contractor accompanied by an assigned representative from the Safety Department and/or Facilities Engineering Department MCB, Barstow will conduct the Arc Flash Hazard Analysis and provide the following: 1. Provide personnel, labor, subsistence, travel, workman's compensation, liability insurance and all costs to perform the site survey work necessary to obtain data to produce the arc flash hazard analysis. MCB, Barstow will provide a qualified person to accompany contracting personnel throughout the time required to perform the survey. The survey shall take no more than three to four weeks time. 2. Develop new single-line drawings detailing the major components of the electrical system. 3. Develop a short circuit studies, coordination studies and an arc flash hazard analysis of the major electrical components of the eight substations within the facility. 4. Provide and install the required ANSI required labeling on all electrical equipment where the arc flash hazard exceeds level 0 at 18 inches from the equipment. In addition, provide and install a general arc flash and shock hazard label (again to ANSI standards) on equipment which is calculated at level 0 PPE. 5. Provide a separate document for each of the eight substations with the findings of the arc flash hazard analysis. This is to include the new single-line electrical plans, single-line detailing all arc flash values, and recommendations on updated over-current settings where a change in the settings will lower the arc flash hazard while continuing to insure reliable operation of the electrical system. Provide recommendations on possible fuse and or circuit breaker changes or additions that will reduce the arc flash hazards, and will note where the available fault current exceeds the rating of the equipment with possible modifications to correct the issues. The following FAR provisions and clauses are applicable to this procurement: 52.204-7, Central Contractor Registration; 52.212-1, Instructions to Offerors; 52.212-3, Certs and Reps; 52.212-4, Contract Terms and Conditions- Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items; 52.219-28, Post Award Small Business Program; 52.252-1, Provision by Reference; 52.252-2, Clause by Reference; 252.204-7004, Central Contractor Registration; 252.209-7002, Disclosure of Ownership or Control by a Foreign Government; 252.232-7003, Electronic Submission; 252.232-7010, Levies on Contract Payments. 52.212-2, Evaluation-Commercial Items is applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract will be awarded based on a combination of factors-a combination of price, technical compliance and past performance. All quotes must be received no later than 2:00pm PST on August 25, 2010. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
