- Appendix A To promote early exchange of information with industry in accordance with FAR Subpart 15.2, Naval Air Systems Command, Aircrew Systems (NAVAIR-PMA202) of Patuxent River, Maryland is issuing this Request for Information (RFI). NAVAIR is requesting information from industry to identify potential candidates to fill a possible future need for universal fit communication earplugs. NAVAIR-PMA202 seeks information on commercially available universal fit communication earplugs for Naval and Marine Corps flight deck/line personnel. These items may be considered as possible optional items for the Flight Deck Cranial helmet system under development by the US Navy. The primary function of universal fit communication earplugs is to provide high noise attenuation and speech intelligibility in military aviation noise environments ranging from 84 to 150 decibels (dBA). Universal fit communication earplugs shall be targeted for three noise levels: Level 1 (>84 and <104 dBA) Level 2 (>104 and <125 dBA) Level 3 (>125 dBA) The earplugs shall provide stand-alone hearing protection of >29dB (Octave band attenuation requirements may apply). Passive and/or Active Noise Reduction (ANR) attenuation technologies are requested at this time. The universal fit communication earplug will need to be able to be modified to interface with propriety connectors of the Flight Deck Cranial helmet system currently under development. As part of the Flight Deck Cranial helmet system, the communication earplugs should meet or exceed the following speech intelligibility scores: 75% correct on ANSI S3.2 Modified Rhyme Test with talkers and listeners in 110 dB external noise, and 70% correct with talkers/listeners in 130 dB/140 dB. Universal fit communication earplug materials and construction shall not be flammable, hazardous, or promote ear canal health issues and shall be resistant to all environmental hazards common to shipboard aviation environments including fuels, oils, cleaning agents, etc. (see Appendix A); climate extremes, solar radiation; and electromagnetic environmental effects shall comply with MIL-STD-461E and MIL-STD-464. Earplug construction shall allow easy cleaning or cost-effective replacement. Universal fit communication earplugs shall fit and function (as specified above) for 95% of the male and 95% of the female US Navy population with > 90% confidence (see Appendix A). Product information with detailed connection interface shall be submitted at no expense to the Government and will not be returned. Proprietary data MUST be marked on a page-by-page basis, and will be kept confidential and protected in accordance with the Uniform Trades Secret Act. Interested sources shall state whether their product is available commercially, made domestically of domestic textiles (must comply with the Berry Amendment (10 U.S.C. 2533a) - manufacturers must list the origin and place of manufacturing operations of all components). The North American Industry Classification System (NAICS) code for this acquisition is 334310 Audio and Video Equipment Manufacturing. Companies responding to this request for information should send all responses and/or questions in a Microsoft Word or compatible format document to Stacy Wills, at stacy.wills@navy.mil. Interested companies should indicate whether or not they are a small business, small disadvantaged business, 8(a), or large business. Respondents must clarify if their firm can provide commercial or non-developmental items that could be modified, or the technology and expertise for development, to meet the Government's needs. This announcement is NOT A REQUEST FOR PROPOSAL nor does the Government intend to pay for any information submitted in response to this synopsis. This synopsis does not commit the Government to award a contract. This synopsis is for market research only and any procurement resulting from this announcement will be synopsized separately.
