- The U.S. Department of Commerce (DOC), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center, located in Honolulu, HI. intends to issue a fixed price purchase order for conduct life history studies, as well as ecological and ecosystem-based population modeling research to support completion of a North Pacific armorhead (Pseudopentaceros wheeleri) stock assessment. Collaborative Studies on Biology, Fish Assemblages and Ecological Structure - The contractor will compile and analyze length and weight data on North Pacific armorhead, splendid alfonsin, and associated bycatch from Korean research cruises and commercial fishing trips operations conducted in the Emperor Seamounts. Age-weight relationships for North Pacific armorhead will be developed. To the extent possible, similar data from Russia, United States, and Japan will be combined, and comparative analyses conducted. Fish assemblages and ecological structure will be delineated for the Emperor-northern Hawaiian ridge seamount ecosystem. Collaborative Ecosystem-based Stock Assessments and Assessing Ecological Risk - The contractor will assist with the completion of a North Pacific armorhead stock assessment, as well as development of ecosystem-based stock assessment models and quantitative framework for assessing ecological risk due to fishing in the Emperor Seamount ecosystem. This requires assembling all available catch, effort and size-at-catch data, as well as bycatch and habitat data. Datasets will include (1) Japanese bottom trawling and gillnet fisheries data, (2) length frequency data from Japanese research vessels, (3) Russian commercial bottom trawling and research survey data, (4) PIFSC research survey data, and (5) Korean research and commercial fishing data and associated length frequency data. If no qualified responses are received, the Government intends to contract with Chang Ik Zhang, Department of Marine Production Management, College of Fisheries Sciences Pukyong National University. This is a collaborative project between scientists from NOAA Fisheries, Pacific Island Fisheries Science Center (PIFSC) and the Pukyong National University. The anticipated performance period is date of award through September 14, 2011. To be considered, firms must furnish detailed information concerning their capability to provide service. Such information shall include, at a minimum, name, telephone number and address of concerns for which you have furnished this service previously. Information should provide sufficient detail that demonstrates the firm's knowledge and ability to perform the requirement. Only affirmative responses to this notice will be evaluated to the extent necessary for the Government to determine whether it is feasible to conduct a competitive acquisition considering demonstrated knowledge and experience. Submissions received in response to this notice shall be evaluated based on demonstrated technical ability to successfully provide the required services as stated herein. This notice is for service for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties must respond within (10) days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to the Pukyong National University. A determination by the Government not to compete this proposed acquisition based upon the response to this notice is solely within the discretion of the Government. The Western Region Administrative Division (WRAD) requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
