- Description
- The Center for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science, intends to award a sole source contract to BioTek Instruments, Inc., P.O. Box 998, Highland Park, Winooski, VT 05404, for the acquisition of PowerWave HT Microplate Spectrophotometer and ELx50/8 Microplate Washer. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 3 months. The PowerWave HT Spectrophotometer combines a small footprint with superior monochromator-based optics performance (200 nm to 999 nm in 1nm increments without filters) that can be used with many low UV applications. The spectrophotometer can perform a large variety of readings: multiple plate types (96-well plate and 384-well plate), endpoint, kinetic, spectral and linear scanning. The PowerWave HT has temperature control, fast reading speed, and is easy to operate. The ELx50/8 Automated Microplate Washer has customizable on-board software with 75 user-definable programs, which allows for complete flexibility in creating even the most complicated protocols. Pre-programmed protocols are availale for many routine applications. User selectable fluid flow rates and aspiration rates are easily set to accommodate the most sensitive assay to the most robust washing requirements. This microplate washer is efficient, easy to operate and maintain, and cost-effective for multiple applications. It also has a small footprint, which is important for loaning to laboratories in developing countries until they complete measurements for national nutrition surveys in-country. BioTek Instruments, Inc. is the only responsible source capable of meeting all of the Government's requirements because BioTek has previously provided this system and they have a record of excellent performance and reliability. It would take two to three months to create methods and validating procedures if another vendor was used. Other vendors were considered, but lack critical features of both the the BioTek PowerWave HT and the BioTek Elx50/8. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to BioTek Instruments, Inc. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 87556 referenced in the subject line NO LATER THAN August 20, 2010. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
