Description
NASA/GSFC has a requirement for the following:01)Qty: 1, GPS Simulator and Controller with SimGEN Operating Software and a signalgenerator chassis, with 1 RF output providing 12 channels of L1 and 12 channels of L2, or2 RF outputs with 12 channels of L1 only.NASA/GSFC intends to purchase the items from Spirent Federal Systems pursuant to FAR13.106 for the acquisition of supplies or services determined to be reasonably availablefrom only one source. It is our understanding that no other simulator meets therequirements for testing and integration of flight hardware. The Spirent GSS8700 is theequivalent to the out-of-production Spirent STR4760 model GPS simulators currently usefor flight hardware testing. Additional simulators are needed for future work in theFormation Flying Test Bed (FFTB) and because they must be compatible with the SimGENsoftware currently used in the FFTB, only one simulator meets the requirements. The Government intends to acquire a commercial item using FAR Part 12.The synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to GENIA BURTON-PENDERGAST at Rogenia.M.Burton-Penderga@nasa.gov or byfax to 301-286-1720 (email preferred), not later than 4:30 p.m. Eastern Standard Time onAugust 11, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
