- The Centers for Disease Control and Prevention (CDC) National Center for Injury Prevention and Control (NCIPC), Division of Violence Prevention intends to award, on a sole source basis, a purchase order to the Center for Infectious Disease Research & Policy (CIDRAP) for: Needs Assessment of U.S. Businesses to Inform CDC's Future Pandemic Planning Guidance for Businesses and Employers. Specific Objectives and Needs of the Assessment are as follows: 1. Identify Federal H1N1 guidance for businesses and employers that was followed and not followed by businesses and employer. Identify select key federal recommendations and assess the overall degree of application in the workplace. 2. Identify influential factors that businesses used in deciding whether to follow guidance. Determine what specific factors influenced businesses to apply, or not apply Federal guidance. Assess likely changes in influencing factors under differing severity scenarios. 3. Focus assessment on CDC business guidance related to alighnment of human resources policies and public health recommendations. 4.Recommend changes to future CDC pandemic planning guidance for businesses and employers. Using information gathered from the field during the needs assesment, recommend changes that would (a) produce an ideal response from the business sector and (b) be most likely to be adopted by businesses. Recommendations my include changes to wording of future guidelines for businesses, as well as the communication of such guidelines, and examples of new tools that should be developed to facilitate implementation. Subject acqusition is subject to FAR Part 13. The performance period of subject order will be 120 days from date of order. The government intends to award a Firm-Fixed Price contract. The place of performance is the contractors facilities. Market research indicates that CIDRAP is the only organization that can engage and neutrally convene government and private sector organizations on business preparedness related to pandemic influenza. An internet search and accumulated CDC experince with other organizations have provided information to ascertain that CIDRAP is the only organization uniquely qualified for this procurement. The center's expertise in infectious diseases, particularly in influenza and pandemic influenza for the business sector, as well as it's the training, skill and expertise of it's staff; its experince in the adoption of science-based best practices in public health among business profesionals and the public and its credibility with and reach to businesses of all sizes make it uniquely qualified to perform this work. The entire scope of work and requirements are addressed in the attachment of this notice. This is not a request for competitive proposals and no solicitation is available. All responsible sources that believe they can provide the services are encouraged to identify themselves and submit a capability statement to the Contracting Officer within 10 days of the publication date of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining to conduct a competitive procurement. All vendors/prospective contractors must be registered with the Central Contractors Registration (www.ccr.gov) prior to award date.
