Description
This posting constitutes the United States Military Academys notice of intent to award on a sole source basis a contract to SpringActive, Inc, 1537 E Northshore Drive, Tempe, AZ 85283-2161. This is for Soldier Power Regeneration Kit (SPaRK) Project Phase II. The Department of Civil and Mechanical Engineering professor, LTC Joseph Hitt, in collaboration with SpringActive Inc, will design, build, test, and demonstrate a prototype combat boot add-on device that captures biomechanical energy during walking gait to store as electric energy. The Phase II project is a continuation of the Phase I effort where SpringActive successfully developed a proof-of-concept device under contract number W911SD-09-P-0410. This effort leverages the research and development work that resulted from Phase I of this project that resulted in a patent-pending Intellectual Property. The purpose of Phase I was to develop a proof-of-concept to determine the viability of a combat boot add-on device that can generate acceptable amounts of electricity with little cost to the soldier. Phase I was highly successful. Because of the demonstrated success of Phase I, Natick Soldier Research, Engineering, and Development Center has provided the funding for Phase II. Phase II will directly leverage the proprietary and first-of-its-kind technology developed in Phase I to build a fully functional device that will recharge soldier portable batteries. It is a follow-on effort that will mature the proof-of-concept to an end working device. Period of performance is from the date of award through a 12-month period. The estimated award amount is $342,000.00. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirement. The applicable NAICS code is 541330 and the size standard is $4.5 million. This is not a request for quotation or a solicitation for offers.
