- Description
- Justification for Other than Full and Open Competition The U.S. Department of Education intends to award a contract on a sole source basis to the Massachusetts Institute of Technology (MIT) as the United States' representative of the World Wide Web Consortium (W3C). This contract will be placed pursuant to FAR 6.302-1, 41 U.S.C. 253(c)(1). W3C is an organization that researches and develops web standards as part of an international organization. W3C engages in education and outreach, develops software, and serves as an open forum for discussion about the Web. Accessibility of the Web to individuals with disabilities is the responsibility of the Web Accessibility Initiative (WAI), which is part of the W3C. WAI, in coordination with organizations around the world, pursues accessibility of the Web through five primary areas of work: technology, guidelines, tools, education and outreach, and research and development.
