Description
The Department of the Navy, Space and Naval Warfare Systems Center, Pacificintends to modify the scope of its current sole source, Cost Plus Fixed Fee,Indefinite-Delivery Indefinite-Quantity contract, N66001-08-D-0041, withGeorgia Tech Applied Research Corp. (GTARC), 505 Tenth Street, NW, Atlanta,GA 30332.. The contract is a follow- on to Homeland Security AdvancedResearch Project Agency (HSARPA) Broad Agency Announcement (BAA) 04-06published on 7 May 2004, titled Advanced Container Security Device (ACSD).This new requirement is in addition to the already stated scope of performance,which includes the technology of the Container Security Device (CSD) thatconsists of a small, low-power sensor mounted on or within a shipping containerto detect and warn of the opening or removal of container doors. Theadditional requirements will include full ACSD support for all systemsengineering efforts required for development of a container breech detectionsystem, a combination of composite container panels (walls, roof and floor),with integrated breech detection grids and supporting electronics. Thecombination of a CSD and a breech detection system support the functionsdefining an ACSD. The ACSD system will be integrated into standard steelshipping containers as well as air and maritime shipping containers made fromcomposite materials. It is envisioned that implementation into compositematerial containers will require the contractor to design and build thecompositecontainers (also new requirements). The ultimate goal of this action will betointegrate the existing CSD system with the ACSD system that can be marketedto industry. This notice of intent is not a request for competitive proposals or quotes. Adetermination by the Government not to compete based upon responses tothis notice is solely within the discretion of the Government. Authority forotherthan full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, onlyone responsible source and no other supplies or services will satisfy agencyrequirements. GTARC's technology makes it the only source that would notresult in the duplication of cost. Because of the short-term need for the GTARCprocurement, the added cost would not be recovered through competition. Note22 applies.
