Description

Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Experimental Transplantation and Immunology Branch (ETIB) intends to procure on a sole-source basis the brand name BD Influx Cell Sorter (five laser/22 parameter) with integrated aerosol containment hood and 96-well plate sorting with Becton Dickinson (BD) Biosciences, 2350 Qume Drive, San Jose, CA 95131-1807. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. Delivery time is within 120 days after receipt of purchase order. Facts and Reasons to Justify Other than Full and Open Competition : Statutory authority: Statute: This justification has been prepared under the authority of 41 U.S.C. 253 (c)(1) as set forth in 13.106-1 (b)(1). (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization). No other requirement and/or type for supply or service will satisfy agency need. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), The Experimental Transplantation and Immunology (ETI) Branch is dedicated to coordinated efforts in basic, preclinical and clinical investigations in the areas of immunology, tumor angiogenesis, hematopoiesis, and hematopoietic stem cell transplantation. The ETI Branch's Flow Cytometry Core Laboratory provides research flow and image cytometry services to all investigators in the NCI and other NIH and outside investigators on a case-by-case basis. The BD Influx high speed cell sorter has unique characteristics that are not be found on any other cell sorter available. The Influx's unique fluidics subsystem protects cells and addresses contamination. The nozzle assembly is designed to produce high droplet frequencies at relatively low pressures, enabling high-speed sorting while maintaining cell viability and functionality. To support aseptic sorting, disposable fluidics allows the ability to replace a sample line or the complete fluidics path, from sheath tank to nozzle tip. No other sorter system has these unique features in one instrument. The Influx can support up to 7 lasers and 6-way sorting with new software and a range of flexible capabilities that make it highly adaptable for future research projects. A variety of exchangeable detector options are offered to support applications to support the ETI Branches needs. The salient characterstics that apply to the BD Influx Cell Sorter are: 1. Equipped with five lasers, including blue-green, red, violet, yellow and ultraviolet and will allow analysis of more than 20 parameters simultaneously. 2. Equipped with a yellow 561 nm laser for excitation of the Tsien and Evrogen fluorescent proteins. 3. Equipped with an ultraviolet laser for Hoechst side population (SP) analysis. 4. The instrument will be equipped with an aerosol evacuation system and an integrated Class 100 bio-containment hood, allowing sorting of biohazardous samples 5. The instrument will have full interchangeable sort tubing and disposable nozzles to permit complete changeovers after biohazardous sorting, and to allow the instrument to conform to GLP/GMP standards for preclinical pilot sorting applications 6. Equipped with a 96-well plate sampler for single clone sorting. 7. The stream-in-air nozzle design of the InFlux will allow specialized sorting applications like zebrafish lymphocytes (currently required in ETI Branch) that require this nozzle design. 8. Complete conversion to digital data acquisition and sorting control. 9. The instrument is easily upgradeable, with two additional laser and ten detector positions for future applications. 10. The overall instrument including computer workstation, air and liquid pumps and power supplies should require a space no larger than two square meters. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions at the above address on or before 11:00 AM EST on August 18, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
