- RFQ Price List COMBINED SYNOPSIS - SOLICITATION FOR COMMERCIAL ITEMS (IAW FAR 12.603 (c)) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are requested and a written solicitation will not be issued. (ii) This solicitation/synopsis reference number is F1M3E3173A001 and is being issued as a Request for Quote (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-44, Effective 8 Jul 2010. (iv) This acquisition is 100% set-aside for small businesses. The associated NAICS code is 333111, the size standard is 500 employees. (v) Contractors shall submit lump sum quote with itemized list: Qty - 1, CLIN 0001, for a Finn T-74 HydroSeeder (brand name or equal) with electric hose reel and gun tower utilizing the attached price list. The minimum acceptable requirements are: 820 Gallon storage tank (700 gallon working capacity) 25HP Kohler gasoline engine 3" x 1 ½" centrifugal pump with direct drive through electric clutch Mechanical paddle agitation and liquid recirculation Electric reel package (200' x 1 ½" semi-rigid hose, 1 wide, 1 narrow, and 2 long distance nozzles with remote valve) Mounted on a 5,000 lb tandem trailer with D.O.T. lights and license plate bracket; and a heavy duty Lunette Mount Quotations shall contain a complete description of item offered to clearly show item meets or exceeds all requirements listed in the Minimum Specifications. The quote shall include a detailed description of the commercial warranty and coverage. All responsible sources may submit a quotation, which shall be considered. (vi) F1M3E3173A001, provide HydroSeeder on Charleston Air Force Base, South Carolina. (See attached worksheet) (vii) FOB destination - Charleston AFB, SC. Offerors are to submit a delivery time with their proposal. (viii) The following clauses and provisions are incorporated and will remain in full force in any resultant award: (full text of clauses and provisions may be accessed electronically at this website: http://farsite.hill.af.mil) FAR 52.212-1, Instructions to Offerors-Commercial. (ix) FAR 52.212-2 Evaluation-Commercial Items Evaluation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers in the following relative order of importance: 1.Technical capability of the item offered to meet the Government requirement. 2. Price. The Government will evaluate the total price of the offer for the award purposes. Technical factors are significantly more important than price. (xi) The clause at 52.212-4 Contract Terms and Condition-Commercial Items, applies to this acquisition.
