- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued.This notice is being issued as a Request for Quotations (RFQ) for one (01) RespirationTest Cabinet and one (01) Oxygen Analyzer. NASA Ames Research Center requires theseitems in order to conduct inhalation and respiration studies on rodents. The minimum requirements for the system are as follows:1) Respiration Test Cabinet: Unit contains rodent chambers to house rodent cages. Thecabinet must have controllers that permit at least four different oxygen levels to beattained simultaneously in different cages. At least 16 chambers shall be accommodatedin a single unit. Eight of the chambers must accommodate mouse cages and eight of thecabinets must be large enough to accommodate rat cages. The size of the animal cages areindustry standard: mouse cages have 75 square inches of floor area and a height of 5inches, and rat cages have 140 square inches of floor area and height of 7 inches.2) The maximum size of the respiration test cabinet shall be 36 inches (L) by 32 inches(W) by 84 inches (H). There is no minimum size. The weight shall not exceed 500 lb.3) Unit shall have oxygen controllers to inject oxygen into the chambers.4) Unit shall have ports for each chamber that permit measurement of oxygen levels. 5) Unit shall have a digital read-out system that connects the sensors to a computer.6) Oxygen Analyzer: The maximum size of the oxygen analyzer shall be 12 inches (L) by 12inches (W) by 18 inches (H). There is no minimum size. The weight shall not exceed 30lb.7) One oxygen tank shall provide gas to all the cages.8) Analog output which gives real-time oxygen concentration in each of the cages, shallbe built into the system and must provide information on output (oxygen levels) from eachindividual cage.The provisions and clauses in the RFQ are those in effect through Federal AcquisitionCircular (FAC) 2005-43 'Correction'. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are are 334516(Analytical Laboratory Instrument Manufacturing) with a small business size of 500employees, respectively. All responsible sources may submit an offer which shall be considered by the agency.Delivery to ARC is required within 30 days ARO. Delivery shall be FOB Destination.Offers for the items(s) described above are due by Thursday, August 19, 2010, no laterthan 12:30 PM Pacific Time, to the NASA buyer, Huy Ton, email Huy.T.Ton@nasa.gov, andmust include: an itemized, firm fixed price for the required items, solicitation number,proposed delivery schedule, discount/payment terms, warranty duration (if applicable),taxpayer identification number (TIN), identification of any special commercial terms, andbe signed by an authorized company representative. Other critical requirements: delivery, warranty duration,and maintenance shall also be considered. It is critical that offerors provide adequatedetail to allow evaluation of their offer. Offerors must provide a technical descriptionof the items being offered in sufficient detail to evaluate compliance with therequirements of the solicitation.
