- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, RABQ2100066 is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition 2001-03. The North American Industry classification (NAICS) code is 621340 and the business size maximum is $5.0 Million.The proposed contract is a small business set-aside. All small businesses shall provide a breakdown of their costs to demonstrate that at least 51% of the cost of contract performance incurred for travel, supplies, training materials, personnel, etc. shall be performed and incurred by the prime. All small businesses shall comply with FAR 52.29-14 Limitations on Subcontracting. All responsible small business sources may submit a quote, which will be considered by the Government. Please provide a breakdown of your costs. The breakdown shall include an hourly and daily rate and an estimate for your travel costs which shall be reimbursed at the actual travel costs in accordance with the Federal Travel Regulations. The Period of Performance (POP) shall be from August 16, 2010 to July 31, 2011. The option year POP shall be from August 01 to July 30 for each subsequent year. All work shall be performed in accordance with the Statement of Work. The contract shall be awarded as a firm fixed price contract with a base and four option year periods. Please provide a lump sum cost with a breakdown of your costs for all five years. The QUANTITY is Forty (40), The UNIT is Day. 0002 Option Year One (1): Provide all travel, supplies, materials and personnel to provide Psycho-educational /Diagnostician Services for the BIE School located on the Isleta Indian Reservation in New Mexico in accordance with the Statement of Work (SOW). The UNIT is Day. 0004 Option Year FOUR (4): Provide all travel, supplies, materials and personnel to provide Psycho-educational /Diagnostician Services for the BIE School located on the Isleta Indian Reservation in New Mexico in accordance with the Statement of Work (SOW). The school is: Isleta Elementary School, Isleta, NM. The QUANTITY is Forty (40). The UNIT is Day. The SOW is as follows: Background: The Bureau of Indian Education serves as a branch of the state education agency (SEA) for 66 elementary and secondary schools and dormitories serving 17,000 students located in the states of Arizona, New Mexico, and Utah. The Statement of Work calls for professional related services to assist the targeted Isleta Pueblo School in implementing the special education and related services as authorized under P.L. 108-446 Individualized with Disabilities Education Improvement Act (IDEIA). The purpose of IDEIA program is to improve academic achievement of students with disabilities and introduce strict accountability measures to hold schools, districts and states responsible for the academic results of student with disabilities. Approximately 49 schools will be funded Part B Funds through a formula based process to provide special education and related services for eligible children with disabilities. POSITION: School Psychologist licensed in the State of New Mexico. The school is Isleta Elementary School, Isleta, New Mexico. IDENTIFIED STUDENTS: The number of hours required (based upon the students IEP) is approximately 32 hours per month. We believe that the needs of the students can be met with a contract of 40 day per school year, this would include time for the assessment and reassessment process. The number of days for psychological Services may increase or decrease during each year depending on the number of students that require service for each school year. The school psychologist will address psychological and behavioral problems manifested in and associated with educational systems by utilizing psychological concepts and methods in programs or actions which attempt to improve the learning, adjustment and behavior of students, including assessment and psychological pre-referral/intervention procedures in a school-related setting. Psychological foundations: The school psychologist shall demonstrate knowledge of basic psychological principles including:a. the relationship between biological principles (e.g. biological bases of development, neuropsychology, psychopharmacology) and psychological functioning in normal and abnormal development;b. the manner in which concepts of social and cultural diversity with relation to an understanding of individuality;c. using developmental principles to identify potential exceptionalities in students d. methods and models for identifying and diagnosing conditions of exceptionality;e. principles, concepts and processes related to human learning;f. basic research methodology as applicable to school related problems; andg. the relationship between social setting and the psychological functioning of students. Educational foundations: The school psychologist shall demonstrate knowledge of educational foundations including:a. the organization and administration of school psychological services, including record keeping; the social, philosophical, historical, and cultural issues in education; state standards and benchmarks; school curriculum, intervention programs and strategies;b. the current identification, referral, evaluation, and placement procedures for students with exceptionalities based upon state and federal regulations. The school psychologist shall possess the knowledge and professional expertise to collaborate with families and school and community-based professionals in designing, implementing, and evaluating interventions that effectively respond to the educational and mental health needs of students. The school psychologist shall demonstrate knowledge of ability to:a. conduct multi-method psychological and psycho-educational assessments of students as appropriate;b. conduct psychological and educational assessments to include fair and non-discriminatory evaluation of the areas of: personality, emotional status, social skills and adjustment, intelligence and cognitive functioning, scholastic aptitude, functional and adaptive behavior, language and communication skills, academic knowledge and achievement, sensory and perceptual-motor functioning, family/environmental/cultural influences, level of acculturation, career and vocational development, aptitude, and interests.c. utilize formal assessment instruments, procedures, and techniques such as interviews, observations, and behavioral evaluations;d. have particular regard for the context and setting in which their assessments take place and will be used; ande. adhere to the regulations and standards of state and national professional organizations regarding assessment techniques, non-biased assessment, and programming for all students. Interventions, direct and indirect: The school psychologist shall demonstrate the ability to implement direct (e.g., including counseling and behavior management) and indirect (e.g., including consultation, systems and organization change) intervention using educational and psychological principles when participating as a member of a team of school, school related, and community professional personnel, as outlined in the following: Learning/cognitive setting: The school psychologist shall demonstrate the ability to:a. plan and implement procedures for assessing the needs of students and recommending strategies for increasing learning and efficiency;b. consult with appropriate personnel in the development of instructional programs, including vocational programs;c. assist schools in working with parents to foster positive approaches to student's learning;d. assist school personnel in developing, monitoring, and evaluating appropriate and measurable instructional/vocational/transitional objectives; ande. consult with school personnel about the classroom environment. Social/affective setting: The school psychologist shall demonstrate the ability to:a. plan, develop, and implement school-wide procedures for assessing the social/emotional needs of students and for recommending strategies for increasing social/emotional growth;b. assist school in working with parents to foster positive emotional growth in their children;c. assist school personnel in developing, monitoring, and evaluating objectives for social/emotional growth; andd. consult with school personnel about fostering a healthy social/emotional environment in the school. Intervention techniques: The school psychologist shall demonstrate the ability to plan, implement, monitor, and evaluate intervention strategies which may include the following:a. individual and group counseling with students;b. remediation, including the provision of direct assistance to students receiving special education;c. consultation with individuals and groups which may include parents, school personnel, and community agencies;d. risk and threat assessment; ande. behavioral management.
