Description
The USDA, ARS, Southern Plains Area Office, College Station, Texas intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii)(A) with Veris Technologies, Inc., 601 N. Broadway, Salina, KS 67401, for a VIS/NIR Probe Instrumentation package. This procurement is being conducted under Simplified Acquisition Procedures (SAP) - a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components. The USDA, ARS, Dale Bumpers Small Farms Research Center requires the following: Current Equipment: Veris P4000 Soil EC/Force with Core sampling P-4000T is a tractor mounted soil probe that includes the following: 3 point hitch with 54" stroke cylinder, hydraulic side shift, hydraulic controls, and stabilizer. EC/Force Probe instrumentation package includes auxiliary electronics, EC/Force probe, depth sensing and all instrumentation mounting. Garmin 17X GPS is included. Soil Core Sampling package includes rotation package, core sampling tubes, coupler, and cutting shoes. The current probe samples EC and Force every 2 cm to a depth of 1 meter for soil mapping. Core samples may be taken to 1 meter depth. Additional Equipment Necessary to include near infrared capability: VIS/NIR Probe Instrumentation package includes spectrometers, auxiliary electronics, VIS/NIR probe, depth sensing and all instrumentation mounting. External reference blocks for calibration are included. This set up may also be used as a bench top device. Data extraction is in ASCll format. Spectrometer case is designed to sit above the EC/Force case on the probe and plug together. Spectrometer transforms samples into absorbance during acquisition. This additional information would add carbon mapping to our EC/Force soil data. Specifications for the unit are as follows: Requirements: 1) Spectrometer response range: 350 - 2200 nm; 2) Number of pixels/wavelengths: 384; 3) Spectral Resolution: 8nm; 4) Data collection rate: 20 spectra/second; 5) A/D Converter: 16 bit; 6) Detectors: 3648 element Toshiba TCD1304AP Linear CCD Array, 256 element InGaAs Linear image sensor G9206-02; 7) Fiber optic input: SMA905D; 8) Calibration: Traceable to NIST and NRC; 9) Enclosures: Auxiliary Electronics and Spectrometer; humidity and temperature monitored; spectrometer case thermoelectrically cooled to 25 C; 10) Operating Temperature: 20 to 115 F; 11) Power consumption: 10.5 amps @ 12 VDC (126 Watts); 12) Acquisition Computer: user supplied (requires MS Windows); 13) Instrumentation interface: USB 1.1/2.0; 14) Probe: 40" (102 cm) x 1" (2.54 cm) diameter; sapphire window, dipole EC contacts, load cell force sensor; 15) Depth recording: electronic stringpot; 16) Software: data acquisition, cluster analysis, core sample site selection, and navigation The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact above not later than 15 days from the posting date of this notice. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFQ will be issued based upon this Notice of Intent.
