- Description
- The South Texas Veterans Health Care System, has a requirement for routine solid waste disposal services and equipment include cardboard recycling for the San Antonio, Kerrville and Corpus Christi locations. The government proposes to award a 2 month interim/bridge contract with the Allied Waste services on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, 10 U.S.C. 2304(c)(1).. This interim contract is being facilitated to allow adequate time to properly conduct a competitive procurement for these services. Allied Waste Services is the incumbent, based on specific equipment requirements it has been determined to be cost effective to establish this interim contract for the period Of August, 2010 thru September 30, 2010. An award to another vendor would cause great disruption in services and additional costs which are unlikely to be recovered as a result of competition. Moreover, this contract award is limited to only the short time frame needed to complete a proper full and open competition. This announcement constitutes the only solicitation; a written solicitation will not be issued. This solicitation is issued in accordance with Federal Acquisition Regulation (FAR) 5.102 (a) and is prepared in accordance with Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and Part 13 - simplified Acquisition Procedures. North American Industry Classification System 562111 applies. The small business size standard is $12.5M. A solicitation for multiple years will be issued at a later date under a separate announcement. Anticipated date of release will on or after Jan 4, 2010.
