Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is FDA-SOL-10-1076684 and is being issued as a "Brand Name or Equal To" Request for Quotation (RFQ). This solicitation is a 100% total small business set aside. The NAICS code 541711. As a result of this solicitation, the Government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106, under the simplified acquisition procedures. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government. The Government may award this contract to other than the lowest price technically acceptable quote. Technical capability is significantly more important than price. The Food and Drug Administration (FDA) intends to award a purchase order for a 1. Interface Kit, 2. A Multiparameter Nutrient System, and 3. A Lactate Started Kit. Brand Name or Equal to: Interface Kit YSI 7100, YSI 7100 Multiparameter Bioanalytical System Manufacturer: Groton Biosystems Any bioreactor nutrient monitor that is not identical to the YSI 7100 must be capable of the following technical specifications: * 2 biosensors containing 2 enzyme electrodes for: o Glucose (0.05 to 25.0 g/L) o Lactate (0.05 to 2.70 g/L) o Glutamine (30 to 1169 mg/L) o Glutamate (15 to 1460 mg/L) * 1 ISE module containing 2 ion selective electrodes for: o Ammonium (10 to 500 mg/L) o Potassium (20 to 1000 mg/L) * Small footprint (<0.2 m2) * Short sample to sample turn around time (<5 minutes) * Be fully intergratable to the Groton ARS autosampler * Provide an interface kit with as RS232 connection for the Groton ARS system * Be able to monitor and feed back information for automatic bioreactor feeding to maintain levels of nutrients Our current system consists of a New Brunswick bioreactor, connected to a Groton ARS auto-sampling system, and an Agilent HPLC system. Delivery Requirements Silver Spring, MD Evaluation Criteria 1. Contractor must demonstrate that their proposed system meets the technical specification. 2. Contractor must demonstrate that their proposed system will integrate with the current system. 3. Cost. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. You will need your Dun & Bradstreet number and banking information.
