- NASA/GSFC has a requirement for the following:01)Qty: 2, Description: GSS6700 GPS Simulator with 12 channels of GPS L1, including alaptop controller featuring SimREPLAY software.NASA/GSFC intends to purchase the items from Spirent Federal Systems pursuant to FAR13.106 for the acquisition of supplies or services determined to be reasonably availablefrom only one source. These GPS playback simulators will be used in support ofspaceflight missions including the MMS, which is composed of four separate spacecraftbeing assembled at the same time. Each spacecraft has a GPS receiver that will requiretesting at various phases of the integration and test process in the FFTB and at thespacecraft level. At this time we have two simulators of this same model integrated intothe test lab and require two more. It is important the additional GPS simulators havethe same performance, fit, and function as the existing ones. This ensures consistentdata sets. These additional units will work with the existing test software andprocedures used with the GPS playback simulators we already have, saving the cost ofdeveloping new and different test software and procedures. It is our understanding thatno other vendor provides GPS playback simulators that are compatible with the FFTB'shardware environment. It is also our understanding that Spirent Federal Systems is theonly company that sells GPS playback simulators which meet the FFTB's strict performancerequirements.The Government intends to acquire a commercial item using FAR Part 12.The synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to GENIA BURTON-PENDERGAST at Rogenia.M.Burton-Penderga@nasa.gov or byfax to 301-286-1720 (email preferred), not later than 4:30 p.m. Eastern Standard Time onAugust 11, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
