Description
The Air Force Research Laboratory (AFRL), Energetic Materials Branch, (AFRL/RWME) and NAVAIR Precision Strike Weapons, PMA-201, are currently managing development efforts to mature and demonstrate technology that will enable the 500 pound class BLU-111 General Purpose (GP) bomb to be lined with a liner based on a polypropylene binder containing other solid additives. This liner replaces the asphaltic hot melt material currently used. The new liner would be required to be evenly distributed inside the bomb at a thickness ranging from 0.6 to 1.6 inches. The government has demonstrated two similar prototype manufacturing processes to apply the internal liner to the correct thickness. The demonstrated processes are limited to about two bomb cases/per eight hour shift. The mature lining process must support a follow-on depot explosives loading throughput of up to180 bomb cases/ten hour shift. Other process issues experienced during prototype testing were (1) maintaining a consistent density during solidification of the liner material, and (2) thermal contraction and cracking during the cooling process. This is a Request for Information (RFI) from potential sources capable of demonstrating relevant experience with lining technologies needed to support the current BLU-111 production rate. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. The government will evaluate the respondent's capabilities and design approach based on the following criteria: a) degree of similarity with current BLU-111 bomb Loading/Assembly/Pack (LAP) procedures, b) preservation of current BLU-111 bomb mass properties, thereby minimizing flight recertification, and c) variation of density gradient and liner thickness along the inside of the BLU-111 steel case. Based upon the responses to this RFI, an Industry Day may be announced at a later date. This RFI is not a request for proposal and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any information submitted is voluntary. Responses to this RFI will be used by the Government to make appropriate acquisition decisions.
