Description
Wage Determination 2005-2247 Wage Determination 2005-2167 Wage Determination 2005-2125 Wage Determination 2005-2563 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, HSCEMD-10-BCSC-1, is issued as a request for quotation (RFQ) for up to four Firm Fixed Price purchase orders for up to four sessions each of training for law enforcement personnel in accordance with the work statement below. Quotes are due by 4:00 pm CST, 6 August 2010. Quotes shall be submitted via email to Alice Hancock, Contract Specialist, alice.hancock@dhs.gov, or faxed to (214) 905-5568. Vendors are responsible for confirming receipt of their quote. Quotes received late may not be considered for award. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-42, effective 16 July 2010. This solicitation is set-aside for Small Business concerns. The NAICS Code is 611519 and the small business size standard is $7 Million. To be eligible for award the vendor must be listed with current status on the Central Contractor Registration (CCR) website (www.ccr.gov) and the vendor's representations and certifications must be updated and complete in the Online Representations and Certifications Applications (ORCA) website at https://orca.bpn.gov/. The Government intends to award without discussions, however reserves the right to hold discussions if determined to be in the best interest of the Government. QUOTE SUBMISSION REQUIREMENTS 1. Prices: Vendors must provide four (4) lump sum fixed prices, one for providing each of the four training sessions for 30 ICE attendees. 2. Staff: The contractor shall provide a listing by name of each instructor indicating if they are current federal, state, or local law enforcement officers who conduct routine patrols and make criminal interdiction stops and/or seizures in the course of their normal duties. 3. Vehicles: The contractor shall provide a listing of the vehicles the contractor will provide for each training course, including enough description to identify compliance with the required qualifications. 4. Data Access: The contractor shall provide a description of the comprehensive vehicle concealment database to be used at the training events, including enough description to identify compliance with the required qualifications. 5. Dates: The contractor shall provide three 3-day blocks of availability for each training event (weekdays only, no federal holidays) between 15 August and 30 September 2010. The Government will notify the contractor of the block selected for each training event awarded at time of award. EVALUATION AND AWARD Quotes will be evaluated according to FAR Part 13, Simplified Acquisition Procedures. The Government intends to make multiple awards, awarding the four training sessions to as many technically acceptable vendors as possible (up to four). If more than four vendors provide quotes, each of the lowest priced, technically acceptable vendors will be awarded a purchase order for one session. If fewer than four vendors provide quotes, the training sessions will be awarded on an equitable basis when possible (i.e. two vendors = 2 sessions each). If it is not possible to award the sessions equitably, lower price will be the determining factor. In order to be considered technically acceptable, the vendor must provide evidence of the following requirements: Staff: At least 90% of the contractor's training staff, responsible for direct instruction on all applicable aspects of passenger motor vehicle interdiction stops and searches must be currently certified federal, state or local law enforcement personnel with current experience in motor vehicle interdictions and lawful currency seizures while acting in their official capacity. Contractor personnel and instructors must, upon request, provide proof of current and/or previously certified law enforcement employment, proof of previous lawful currency seizures while acting in an official law enforcement capacity, and proof of any current or past adjudicated criminal arrests. Passenger Motor Vehicles: The contractor shall provide at least 4 passenger vehicles for each 3 day training course, similar to vehicles potentially used to smuggle currency and contraband. The vehicles may contain, but are not limited to natural and constructed compartments, but will be loaded with simulated contraband for instructional and practical search purposes. Data Access: The contractor shall provide students with information related to public web sites depicting photographs, locations, and concealment methods of various types of contraband secreted within vehicles. The web sites may be for law enforcement use or use by the general public and may depict make, model, and year of vehicles containing. The contractor shall verify the users need for access to the information and ensure that the user is affiliated with law enforcement prior to being given the information related to the public web sites. WORK STATEMENT Overall Objective: The Immigration and Customs Enforcement (ICE), Bulk Cash Smuggling Center (BCSC) is a tactical intelligence center designed to assist law enforcement officers when they encounter bulk currency during roadside motor vehicle stops. The objective of this requirement is to provide comprehensive criminal and terrorist identification and motor vehicle interdiction training to ICE, state and local law enforcement officers to further law enforcement's efforts to interdict bulk currency, contraband, and other criminal activity. Specific Requirements: 1. The contractor shall provide all labor, equipment, materials and transportation to develop, promote and conduct motor vehicle, criminal and terrorist interdiction training that will include blocks of instruction, vehicle stop scenarios, and hands on searches of passenger vehicles loaded with simulated contraband, and other concealment items. 2. The training will be conducted for a minimum of 30 and maximum of 50 state, local, county law enforcement officers and ICE agents combined. This purchase order will pay for 30 ICE attendees. The contractor may advertise the class for additional attendees (state, local, county law enforcement officers) up to a maximum class size of 50. 3. Training sessions shall be three days in length. 4. At least four passenger vehicles shall be provided at each training event for students to search during practical exercise scenarios. The vehicles shall be loaded with simulated contraband, similar to current methods used by smuggling organizations. 5. The contractor shall provide an (8) to (1) student/instructor ratio during practical exercises, vehicle search scenarios. 6. The vendor shall allow BCSC personnel the opportunity to present information during the each training session. The BCSC presentation time will be no longer than 1.5 hours and will focus on educating law enforcement partners on BCSC/HSI activities, programs, policies, and priorities in furtherance of the agency mission. The contractor shall not charge any additional cost for BCSC personnel in attendance for the presentation. 7. The four training sessions will take place in Seattle, WA; Chicago, Ill; Baltimore, MD; and Tampa, FL. The BCSC, in coordination with local ICE SAC Offices, will provide the contractor location venues within each areas at time of award. 8. The contractor shall ensure that all participants entering each day of training present valid law enforcement identification. GOVERNMENT FURNISHED ITEMS The government will ensure that adequate workspace is provided to accommodate necessary training aids, students, and contractor personnel. The Government will provide access to necessary workspace one (1) day prior to the designated training dates for the contractor to "set up" training aids and materials. The government will ensure the venue can be secured in evening hours and contractor/student materials can be left inside during that time. The government will ensure electricity is available for use by the contractor. SERVICE CONTRACT ACT The Service Contract Act (SCA) applies to this requirement. The labor categories from the SCA Directory, Fifth Edition, Occupational Index, that will be used are 15090: Technical Instructor and 15095: Technical Instructor/Course Developer. The wage determinations applicable to each of the four locations for this requirement are: Wage Determination 2005-2563, revision 11, 06/15/2010, King County, Washington Wage Determination 2005-2247, revision 11, 06/15/2010, Baltimore County, Maryland Wage Determination 2005-2167, revision 10, 07/16/2010, Cook County, Illinois Wage Determination 2005-2125, revision 12, 06/15/2010, Hillsborough County, Florida In the event the location for a training event requires a different wage determination, the new wage determination shall be added by modification and, in accordance with FAR 52.222-44, the contractor shall be authorized an equitable adjustment based upon actual increase in contract costs required by the new wage determination.
