- (Subject Continued) Additional Investigations RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY WAS AVAILABLE ONLY TO CONTRACTOR(S) UNDER THE CURRENT CONTRACT NUMBER(S): Hal Hays Construction, Inc. W912PL-10-D-0006-0001 This contract action was accomplished using other than competitive procedures because this is a task/delivery order where an exception to fair opportunity requirements was approved as this is a follow-on order to a competitive initial order (FAR 8.405-6(b)(2) or 16.505(b)(2)(iii). The purpose of this modification is to perform additional investigations to quantitate the Geologic Site Hazards as identified in the March 23, 2010 Leighton Consulting, Inc Geotechnical Investigation report. The Leighton report indicates that lateral spread due to liquefaction is estimated at 1-inch (CPT-3) to 55-inches (CPT-4). The Leighton report further indicates: The differential lateral displacement across the building represents a significant seismic hazard to structural performance. While some mitigation can be provided by implementing provisions for interconnecting the foundations, the most significant improvement would best be accomplished by improving the materials between the building and the waterfront, which is outside the scope of this evaluation. 2 General: 2.1 The Contractors costs shall cover all labor, materials, supplies,equipment, and supervision to provide the work as described herein. 2.2 The work shall be performed in accordance with the W912PL-10-D-0006_001 Contract Requirements. 2.3 Contractor shall submit a work schedule with their proposal; upon written notification to proceed with the RFP, Contractor shall incorporate the schedule into the W912PL- 10-D-0006_001 Base Line Schedule. 2.4 Contractor shall not proceed with any work associated with this RFP until directed by the Contracting Officer in writing. 3 Scope of Work: 3.1 Task 1: Review and analyze Record Drawings and the Corps Piles in the Vicinity of the Bay Model Building report to determine if the lateral displacement hazard, described in the Leighton Geotechnical Report, dated March 23, 2010, is mitigated to a non-hazardous extent (as defined by ASCE 41-06, or other governing standards reference therein) by existing conditions not investigated as part of the original geotechnical report. Reference documents include those documents provided by FTP link as part of the W912PL-09-R-0045 RFP, or transmitted since issuance of the W912PL-10-D-0006 NTP as itemized in the attached FTP Transmittal Log. 3.2 Task 2: Plan Field Investigations to determine if the lateral displacement hazard, described in the Leighton Geotechnical Report, dated March 23, 2010, is mitigated to a non-hazardous extent (as defined by ASCE 41-06, or other governing standards reference therein) by existing conditions not investigated as part of the original geotechnical report. 3.3 Task 3: Subsurface Explorations & Laboratory Testing. Perform all required subsurface explorations and geotechnical laboratory tests to determine if the lateral displacement hazard, described in the Leighton Geotechnical Report, dated March 23, 2010, is mitigated to a non hazardous extent (as defined by ASCE 41-06, or other governing standards reference therein) by existing conditions not investigated as part of the original geotechnical report. 3.4 Task 4: Provide a Supplemental Geotechnical report. The supplemental report shall include analysis and interpretations of the additional field investigation and test data, sketches, charts, drawings, and any other documents necessary to professionally report the findings of the work required herein. The report shall supplement findings, data, and recommendations included in the March 23, 2010 Leighton Consulting, Inc. Geotechnical Investigation report.
