- Notice of Intent to Award The U.S. Department of Energy, Oak Ridge Office (DOE-ORO) intends to award a Purchase Order to a Small Business on a sole source basis to Don R. Sloan, under Simplified Acquisition Procedures, under FAR Part 13. DOE-ORO is conducting major system acquisitions and competitions in support of all ORO Programs. One of the Source Evaluation Boards (SEB) conducting these acquisitions has already begun and has an extremely aggressive schedule. Consultant services are required by September 1, 2010. Due to the urgency and complexity of this procurement, it is necessary to obtain consultant services from a consultant who has prior extensive knowledge of the Department of Energy procurement process, both from a Headquarters and field perspective. The consultant must be in close proximity to the Oak Ridge, TN area and be available to provide on-site assistance within 24-hour notice. The only known source, Don Sloan, has the required extensive knowledge and expertise and is available as needed to provide these consultant services. Mr. Sloan served as a DOE Headquarters Procurement Analyst overseeing many major source selections. He has served as Chairman of several major SEBs for DOE-ORO. Mr. Sloan also developed standard Department training materials for SEBs and Source Selection Officials. Mr. Sloan has worked in two DOE field procurement offices. Mr. Sloan's availability and unique combined knowledge of DOE headquarters and field policies, and his experience with major SEBs makes him the only source available to provide consultant services to the DOE-ORO Procurement and Contracts Division. Firms who want to challenge the sole-source must submit an interest letter that demonstrates their firm?s ability to provide an equivalent service and rationale as to why they should be considered, as described above. All interested parties must respond by 2:00 PM (EST), August 11, 2010, to Judy Spillman, U.S. Department of Energy, 200 Administration Rd., AD-424, Oak Ridge, TN 37830. Email: spillmanjk@oro.doe.gov. No reimbursement for any costs associated with providing the capability information will be provided by DOE. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 6. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
