- Description
- The Launch Test Squadron (LTS) at Kirtland AFB, NM hereby releases a draft Request For Proposal (RFP) for industry comment in anticipation of the release of a RFP for award of the ORS Integrated Payload Suite (IPS). The objective of the mission is to integrate and launch the ORS IPS no later than 12 months after authority to proceed. NAICS for this acquisition is 336414, small business size standard is 1000 employees. Interested vendors should request a copy of the draft RFP via email from matthew.jeffery@kirtland.af.mil or mel.pearson@kirtland.af.mil. Please provide your written comments to this draft RFP to this office no later than 4:00 p.m. MST, 6 August 2010. Submit only unclassified information. Submit all responses to this synopsis to matthew.jeffery@kirtland.af.mil or mel.pearson@kirtland.af.mil. Initial award of any resultant contract is anticipated by October 2010. This announcement is for information and planning purposes only. It does not constitute a RFP and is not to be construed as a commitment by the Government. Funding has not yet been received for this effort; therefore, pre-proposal costs shall not be allowed on any Government contract. Furthermore, this letter shall not be construed to mean award of a contract is assured; the availability of funds and timely and successful agreement to terms and conditions are among the prerequisites for award. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
