- M&E of State Laws In accordance with FAR subpart 6.302-1(c) (ii), the Centers for Disease Control and Prevention (CDC) intends to issue a solesource purchase order to The National Clinicians Consultation Center (NCCC) at the University of California San Francisco (UCSF). The purpose of this acquisition is to procure legislative updates and accurate summaries of the current statutory and regulatory framework in the United States vis-à-vis HIV testing. NCCC will provide up-to-date, relevant data to allow CDC to have current, systematic and easy to understand summaries of the framework across the country. NCCC will monitor pending or proposed legislation, particularly in those states with state laws not currently compatible with the CDC HIV screening recommendations, and provide monthly reports to CDC containing those findings. Key resources for tracking these data include Lexis-Nexis (proprietary), state websites (public access), and key informants at the state and local level to help provide interpretations of statutes and regulations. NCCC will assess all available statutes to determine their effect on HIV screening in non-healthcare settings in addition to healthcare settings. NCCC will also assess laws that may affect the ability of states to conduct HIV prevention, including, but not limited to, statutes that criminalize HIV exposure. It is the understanding of the Government that an award to any other source would cause unacceptable delays in meeting the requirements of the Government. Interested parties who feel that they possess the capabilities to provide the services described above should submit a capability statement demonstrating their abilities to provide the services. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive requirement. Documentation should be received within fifteen (15) days after the date of publication of this synopsis to be considered by CDC. A determination by the CDC not to compete this proposed contract, based upon responses to this notification, is solely within discretion of the government.
