Description
DEPARTMENT OF VETERANS AFFAIRS VISN 20, VA NW Healthcare System, South Branch Contracting, Vancouver WA, 98662 intends to negotiate a sole source Firm Fixed Price contract and will utilize procedures under FAR Part 13, with Kaiser Center for Health Research, 3800 N. Interstate Portland, OR 97227. It is intended that this procurement will be sole source per 10 U.S.C. 2304 (c) (3) or 41 U.S.C. 253(c)(3) & FAR 6.302-3(a)(2)(ii) To establish or maintain an essential engineering, research or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center. In February 2010, Portland VAMC and VISN 20 were selected as one of five Patient-Centered Medical Home Demonstration Laboratories which will be funded for five years. The PVAMC HSR&D Program, under the direction of David Hickam, MD, is charged with evaluating the initiative, including assessing the implementation efforts, patient, provider and staff experiences, quality of care, costs and resource utilization. A primary goal of the evaluation is to learn whether innovative care models for patients with complex conditions can be effective in improving care and whether these models also have an impact on costs and utilization. The VISN20 Demonstration Laboratory will be conducted in a total of 15 VA primary care clinic sites that serve more than 80,000 unique veterans. The Call for Applications (CFA) required multiple clinical sites and recommended an evaluation approach that employs an interrupted time series design. (p. 10, CFA to Provide Demonstration Labs for Patient-Centered Medical Home) This approach will allow us to measure and compare changes in relevant outcomes between clinics that implement the PCMH innovations at different time points. However, the design of data collection strategies and the statistical analysis of time series data are complicated and require specialized expertise which does not exist at PVAMC or OHSU. The program analysis will be conducted on a weekly basis over a 5 year period and is anticipated to start 09/01/2010 and run through 04/30/15 for an approximate total of 485 hours. The Kaiser Center for Health Research shall provide a senior investigator and biostatistician within the Portland, Oregon area. The Investigator shall be a national expert in the design, conduct and analysis of multiple baseline interrupted time series data who has previous experience in the healthcare environment. Along with the required expertise for this project the investigator shall be available for face to face meetings on a regular monthly basis for the duration of the study at the Portland VA Medical facility and shall have the ability to meet the VA's security requirements to access research data via the VA's intranet databases during the performance of the study. This notice of intent is not a request for proposals or quotations. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government in the future. Interested parties may identify their capabilities by responding to this requirement and considered for future reference. All information submitted should support the capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating a bona fide capability to provide these items.
