- NASA/DFRC has a requirement for to design, manufacture/code, test, deliver,document, and support flight control systems (Airborne Research Test System) hardware andsoftware required to meet NASA requirements, one (1) job. NASA/DFRC intends to purchase the items from West Virginia High Technology ConsortiumFoundation (WVHTC) of Fairmont West Virginia. The authority for proceeding with thisprocurement without full and open competition is 10 U.S.C. 2304(c)(1)-- Only OneResponsible Source. The Government has procured from WVHTC Airborne Research Test Systemhardware and software support in support of NASA's F-15 Intelligent Flight ControlProject, Ikhana aircraft and F-18 aircraft. WVHTC is the developer and sole provider ofthe Airborne Research Test System. The engineering and technical support wil requiredesign, modification of drawings, systems and software specifications and intellectualproperty which are proprietary to WVHTC and are unavailable from any other company. Accordingly, only WVHTC can meet the requirements of this procurement. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 18, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
