Description
Request for Information (RFI) COTS Software Capabilities for Government to Capture and Process Invoices Through the Treasury Department's Office of Financial Innovation and Transformation (FIT), the Federal government will assist Federal agencies in adopting shared services by identifying and piloting common, automated solutions for transaction processing. An initial focus of this initiative will be the activities associated with receiving vendor invoices for goods and services and processing those invoices for payment. These activities include, but are not limited to, the capture of the invoice information, verifying the receipt of a proper invoice (e.g., supported by a valid award), matching supporting materials to the invoice and award document (e.g., receiving), and warehousing the invoice for payment. The purpose of this Request for Information (RFI) is to acquire market information about commercial off-the-shelf software that the Federal government could potentially use to capture and process invoices for payment. This RFI is issued solely for information and planning purposes and does not constitute a solicitation for goods and services. Please note that no solicitation document is available at this time. In responding to this RFI, please address the following questions: 1. What is the name of the invoicing product your organization provides and what is the most recent version of the product (month, year)? Please provide commercially available descriptions of your product and its capabilities. 2. Is the product part of a larger suite (e.g., Enterprise Resource Planning system) or a standalone product? a. If the software is part of a suite, is it capable of being implemented as a standalone capability (i.e., does not require that supporting modules from the Enterprise Resource Planning system also be implemented)? b. If yes, has it been implemented as a standalone capability and by whom? 3. Is the software Internet, client, or mainframe-based? 4. Do you offer Software as a Service? If yes, please describe your offering. 5. How many government (Federal and non-Federal) and commercial organizations currently have this software in production? If available, please provide a listing of government organizations and the top 20 commercial customers by volume (and include the volume). 6. Does your software allow suppliers to enter invoice information directly into the software as well as send invoice information electronically (i.e., using an electronic file and format)? 7. Does the software support on-line supplier inquiries on the status of an invoice submitted for payment (e.g., receipt of valid invoice, receipt of goods or services, scheduled for disbursement, paid)? If yes, is this capability part of the base offering or is it a separate purchase? 8. On what basis is the software priced (e.g., seat, transactional volume, site license)? a. Are there fees (e.g., annual maintenance fees) involved with maintaining and operating the software and, if yes, what are these fees? b. Who is responsible for paying these fees (i.e., the organization implementing the software, suppliers, both)? c. What is the estimated cost for implementing the proposed solution? Please provide a range (e.g., high, medium and low) based on your experience. 9. Is the software available on a Federal schedule? If yes, which schedule(s)? 10. Identify your business size classification (i.e., small, HUBZone, SDVOSB, 8(a), Woman-owned). This request is based on NAICS 541512 which has a business size standard of $25 million. 11. Who is a point of contact at your organization (i.e., name, phone, email address) that we can contact for further information? At the Government's option, we may schedule in person meetings to discuss or clarify information provided in response to this RFI or to request demonstrations of the proposed product(s). The Government may use a contractor to prepare a business case analysis related to this process. If a Contractor provides these services, the information gathered in response to this RFI will be provided to the Contractor unless the individual or company providing the response requests that it not be shared. The Government will require that any Contractor employees preparing or reviewing the business case analysis sign non-disclosure statements before receiving the information. Your response should be sent to psb3@bpd.treas.gov no later than 2:00 p.m. on Aug 13, 2010. In your response, please reference RFI-FIT-10-0077 in the subject line. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office compatible documents are acceptable. Any questions related to this request for information shall be directed to the email address listed in this notice. No contact shall be made to FIT staff. Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downloading. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list.
