Description
Sources Sought Request For Web-Based Emergency Notification System: The purpose of this sources sought is to gain knowledge of potential qualified sources (i.e.: vendor, government, Commercial, etc.) that can provide a web-based Emergency Notification System, that meets and/or exceeds all the requirements specified in this notice, for the Texas National Guard (TXNG) State Family Programs. This is not a request for proposal, and in no way obligates the TXNG to award a contract. The Sources Sought contains all currently available information. The TXNG State Family Programs requires the web-based Emergency Notification System in order to make information-based phone calls to TXNG service members, and their families in the event of an emergency and/or natural disaster. Requirements: The TXNG State Family Programs (SFP) requires a vendor to meet (at a minimum) all web-based Emergency Notification System requirements and/or specifications listed in this Sources Sought request. The Texas National Guard (TXNG) requires a web-based telephone broadcasting system that can contact multiple numbers, uploaded by the State Family Programs (SFP), and deliver a message to these uploaded phone numbers. The primary purpose is to inform military personnel and their families of an emergency or natural disaster. Electronic messages will include (but not limited to) safe haven, emergency personnel, and aid locations; pertinent messages; etc. The web-based system must allow the SFP to tailor/modify the message sent to the uploaded phone numbers in order to address the situation. Additionally, the web-based application shall have a secure text to speech capability. The web-based application shall allow SFP to upload phone numbers in any format the organization currently has available. Web based applications shall also need the capability to make 1000 calls a minute, and have real-time reporting available on-line. The web-based application must be able to: " Have secure login access for at least one SFP main user to manage the account. " Allow SFP User to upload at least a bank of 800 phone numbers for their call list. " Allow the SFP main user to change/modify the phone call list in order to be flexible; thereby, allowing the SFP to replace existing numbers with new numbers as personnel changes occur. " Be able to make multiple simultaneous calls. " Be able to convert speech to text, and text to speech. " Enable the SFP to broadcast recorded messages to the call list. " E-mail all caller responses to the main SFP user. " E-mail a caller contact success report showing the number of answered calls, number of unanswered calls, etc. to the main SFP user. " E-mail reports to main SFP user. " Provide SFP with Information line that will be available 24/7. " Provide 24/7 technical and customer service support. " Have a Minimum of two years worth of accessibility to the web-based system. The vendors automatically generated reports will notify SFP within 2 minutes or less if any notification message sent out was not 100% successful in reaching its intended recipient (i.e.: message was sent to fax number, voice mail, disconnected number, etc.). SFP will have a section dedicated to insuring that the vendor meets all expectations. Instructions: To respond to this Sources Sought Notice, a vendor must provide the following information: 1. General information about your company (i.e.: company name and address; point of contact with telephone, fax, and e-mail; GSA Schedule Number if available; DUNS number; CAGE Code; and Tax ID number). 2. A brief description of your companys qualifications to provide this type of supply. 3. Earliest date this supply can be available. 4. Activation process and rules of use. 5. If Vendor accepts payment by credit card. If you do, is there a credit card payment fee? If there is a credit card fee, how much is the fee. The information contained in this Sources Sought Notice will be the only information provided by the Texas National Guard during the Sources Sought process. All qualified sources should respond to this Notice by submitting an information paper in accordance with the instructions provided. Your information shall be limited to two full 8in x 11in pages. The Government will not return any submitted information to the submitter. Interested vendors shall submit information in response to this Notice, at no cost to the Government. Interested vendors shall submit information in response to the Sources Sought Notice in electronic format to the Contracting Specialist: Raymond Naraine at the following email address; raymond.naraine@us.army.mil. The subject line of the email should read: Sources Sought W912L1-10-T-0045. This is not a request for proposal. This notice constitutes the entire sources sought notice and is the only information provided. The TXNG will not honor any questions or requests for additional information.
